        "content": "<p>The Jakarta Information Commission (KI DKI) has emphasised the\nimportance of the Public Information List (DIP) and Exempted Information\nList (DIK) as the two primary instruments for public information\nservices at village level.<\/p>\n<p>The presence of these instruments is crucial for public bodies to\nimprove transparency and achieve an \u2018informatif\u2019 rating in the 2026\nE-Monev assessment.<\/p>\n<p>\u201cThe key to handling information requests lies in the DIP and DIK. If\nboth are available, any incoming requests can be answered more easily,\u201d\nsaid Harry Ara Hutabarat, Chairman of the Jakarta Information\nCommission, during a confirmation in Jakarta on Thursday.<\/p>\n<p>Harry stated that these two public information instruments are key\nfor villages to attain an \u2018informatif\u2019 rating in the 2026 E-Monev,\nincluding Cilandak Timur Village in South Jakarta, which the commission\nvisited on Monday, 25 May.<\/p>\n<p>The visit aimed to strengthen public bodies\u2019 commitment to\ntransparency and convey E-Monev recommendations.<\/p>\n<p>\u201cWe hope Cilandak Timur will achieve an \u2018informatif\u2019 rating this\nyear. We have already provided the recommendations directly to the\nvillage head for immediate action. Leadership commitment is vital,\u201d\nHarry said.<\/p>\n<p>Harry also highlighted the importance of strengthening direct\ninformation services to the public. He requested that information\nfacilities such as banners explaining the information request process be\nmade larger and more visible.<\/p>\n<p>\u201cI noticed the banners are still small and not easily visible. They\nshould be enlarged so the public can easily understand the information\nrequest mechanism. Public services at village level must not be\nminimalistic as frontline providers of \u2018city hall at the village\nlevel\u2019,\u201d Harry said.<\/p>\n<p>He also stressed the importance of digitalising public information\nservices through an omni-channel approach.<\/p>\n<p>According to Harry, public bodies should not rely solely on websites\nbut also integrate various digital platforms and social media to\ndisseminate public information.<\/p>\n<p>\u201cThe main assessment is based on the website, but for digitalisation\nindicators, we expect the website to connect with social media.\nNowadays, the public rarely visits websites, so various digital\nplatforms need to be utilised,\u201d he added.<\/p>\n<p>Harry assessed that the recommended improvements for Cilandak Timur\nVillage are relatively minor, given its 82.5-point score in last year\u2019s\nE-Monev, which is close to the \u2018informatif\u2019 category.<\/p>\n<p>\u201cI believe the improvements are not too difficult. Just a few more\npoints to reach the \u2018informatif\u2019 rating,\u201d Harry said.<\/p>\n<p>He also emphasised the critical role of the Public Information and\nDocumentation Officer (PPID) at village level in ensuring optimal and\nprofessional public information services.<\/p>\n<p>Not all information requesters have clear intentions, Harry noted, so\npublic bodies must understand appropriate public information service\nstrategies without compromising citizens\u2019 right to information.<\/p>\n<p>\u201cThere are requesters for research, but also those who appear to seek\ninformation but aim to disrupt public bodies, or what we call bad-faith\nrequesters,\u201d he stressed.<\/p>\n<p>Meanwhile, Village Secretary Najib Al Khanie thanked the Jakarta\nInformation Commission chairman for the visit and guidance.<\/p>\n<p>Najib committed to immediately implementing the recommendations,\nincluding providing facilities such as PPID offices or desks, and\nbanners detailing public information disclosure regulations and request\nprocedures.<\/p>\n<p>\u201cWe hope Cilandak Timur Village can provide comprehensive and optimal\nservices to the public,\u201d he concluded.<\/p>",
