The Jakarta provincial government is intensifying supervision and\ntaking firm action against the chain of illegal waste dumping and\nstockpiling. Law enforcement and an evaluation of governance from\nupstream to downstream are being carried out to protect the environment\nand realise sustainable sanitation for the capital. Governor Pramono\nAnung made this assertion while responding to residents\u2019 complaints\nregarding piles of rubbish on public land. \u201cI have ordered the\nEnvironmental Agency (DLH) to cooperate with the Communication,\nInformatics and Statistics Agency to immediately remove and clean up the\nwaste. Wherever there is a pile of rubbish, the Jakarta Provincial\nGovernment will move quickly,\u201d Pramono stated.<\/p>\n
He explained that large-scale accumulation, such as that found at the\nPenjaringan Green Open Space (RTH) in North Jakarta, was triggered by\nthe illegal practices of a private area manager who stockpiled waste\nalong a 700-metre stretch of public land. The Jakarta Provincial\nGovernment subsequently deployed 10 DLH trucks and heavy equipment from\nthe Water Resources Agency (SDA) for the clean-up. \u201cWe have issued a\nstern warning to the private party that stockpiled the waste. This act\nmust not be repeated. If they remain stubborn, we will take action in\naccordance with legal provisions,\u201d he said, also urging the public to\nreport any waste accumulation in their neighbourhoods immediately via\nthe Jaki application.<\/p>\n
These provisions are regulated in Jakarta Governor Regulation Number\n102 of 2021 concerning Waste Management Obligations in Areas and\nCompanies. The regulation stipulates tiered sanctions, ranging from\nwritten warnings and publication of the polluting company\u2019s name on the\nofficial website to permit suspension and revocation. Beyond the\nPenjaringan RTH, the Jakarta Provincial Government also took firm action\nagainst an illegal waste disposal chain on Jalan H Tabah, Dukuh Urban\nVillage, Kramat Jati District, East Jakarta. An investigation found\nthree residents involved in the collection and transportation of illegal\nconstruction waste. The three perpetrators were subjected to\nadministrative sanctions in the form of a fine of Rp5 million each, in\naccordance with Article 130 paragraph (1) letter d of Jakarta Regional\nRegulation Number 3 of 2013 on Waste Management.<\/p>\n
\u201cLaw enforcement will continue to be carried out consistently as part\nof efforts to realise orderly and sustainable waste management,\u201d said\nHead of the Jakarta Communication, Informatics and Statistics Agency,\nMarulina Dewi. She noted that transporting and disposing of waste in\nlocations not designated for waste management is not a minor violation.\nSuch practices can pollute the environment, disturb residents\u2019 comfort,\nand increase the risk of health problems and fires, thus requiring firm\naction. This law enforcement aims to build compliance while preventing\nrepeat violations. Waste must be sorted and managed according to\nregulations, not dumped in undesignated locations. \u201cWe invite residents,\nbusiness actors, contractors, and transport service providers to manage\nwaste responsibly through official facilities. The Jakarta Provincial\nGovernment will not tolerate illegal waste disposal practices that harm\nthe environment and the community,\u201d she said.<\/p>\n
Firm steps were also taken against a private transport service\nprovider, PT Sinar Berdikari Cemerlang Idaman (SBCI). The company was\nproven to have illegally dumped waste on Jalan Reformasi, Cilincing,\nNorth Jakarta, after a video of the activity went viral on social media.\nHead of the Jakarta Environmental Agency, Dudi Gardesi, stated that his\nparty is tightening supervision of waste transport fleets. \u201cEvery\ntransport service provider has the responsibility to ensure that the\nwaste they carry is taken to proper facilities and managed according to\nregulations. If violations are found, we will take action,\u201d he said. The\nJakarta Provincial Government wants to ensure that the entire waste\ntransport chain operates in an orderly manner. No party should collect\nwaste from residents or businesses only to dump it carelessly. Head of\nthe DLH\u2019s Supervision and Legal Compliance Division, Helmy Zulhidayat,\nadded that PT SBCI was fined a compulsory payment of Rp10 million and\nreceived a first written warning. \u201cEvery finding will be investigated\nand every violation will be dealt with according to the rules.
