        "content": "<p>The Jakarta Health Agency (Dinkes) has announced that the draft\ngovernor\u2019s regulation (Pergub) providing technical rules for the\nRegional Regulation No.\u00a07 of 2025 on Smoke-Free Areas (KTR) is in its\nfinal consolidation stage. The regulation aims to halt the exploitation\nof tobacco product advertising. \u201cFinalisation is targeted for next\nweek,\u201d said Intan, an Expert Administrator at the Jakarta Health Agency,\nin a written statement received in Jakarta on Friday. Intan stated that\nthe Pergub on KTR closes all possible loopholes for the tobacco industry\nto promote its products, including the obligation to store cigarettes in\nclosed spaces without displaying brand logos or colours at retail\noutlets. The regulation also imposes administrative fines according to\nthe level of violation by individuals, managers, or business entities,\nwith non-cash fine payments via e-wallet or QRIS, a system already\nprepared by the Regional Financial Management Agency (BPKD). She added\nthat due to the limited number of Civil Service Police Unit (Satpol PP)\npersonnel in the field, the formation of a tiered KTR Task Force needs\nto involve cross-agency collaboration and the public, whereby public\ncomplaints can now be easily reported directly through the Jakarta Kini\n(JAKI) application. Concurrently, the Health Agency is also expanding\nSmoking Cessation (UBM) polyclinics in community health centres\n(puskesmas). Meanwhile, Benget Saragih, the Person in Charge of\nTobacco-Related Disease Control (PPAT) at the Directorate of\nNon-Communicable Disease Prevention and Control (P2PTM) of the Ministry\nof Health, encouraged the Jakarta Provincial Government to immediately\nratify the KTR Pergub. This is to align with the health protection\nmandate in Government Regulation (PP) No.\u00a028 of 2024. \u201cAs well as to\nstrengthen the commitment to a Jakarta Free of Outdoor Cigarette\nAdvertising in welcoming the momentum of Jakarta\u2019s 500th anniversary in\n2027,\u201d he said. He warned that cigarette addiction from an early age\ndirectly contributes to the double burden of chronic diseases in\nJakarta, such as 641,906 cases of acute respiratory infection (ISPA) at\npuskesmas and 282,982 cases of essential hypertension. \u201cWe cannot\ncontinue to allow this disease to burden the health system simply\nbecause our children are constantly being seduced by cheap cigarette\nadvertisements around schools,\u201d Benget said.<\/p>",
