        "content": "<p>Jakarta\u2019s DPRD continues to strengthen various development programmes\nimplemented by the Jakarta Provincial Government to align with the needs\nand aspirations of the people. This is achieved through optimising the\nthree main functions of legislation, budgeting, and oversight of local\ngovernment policies.<\/p>\n<p>Through these three functions, the DPRD ensures that every policy and\ndevelopment programme can address a range of public concerns, from\nimproving public services and infrastructure development to\nstrengthening social welfare.<\/p>\n<p>The synergy between the legislature and the provincial government is\nexpected to deliver programmes that are more targeted, effective, and\nprovide tangible benefits for Jakarta residents.<\/p>\n<p>One of the DPRD\u2019s main current focuses is strengthening the follow-up\nto the people\u2019s Pokok-Pokok Pikiran (Pokir), which forms a key input in\ndiscussions of the Pra-Rencana Kerja Pemerintah Daerah (Pra-RKPD) for\n2027.<\/p>\n<p>Chair of Commission A of the Jakarta DPRD, Inggard Joshua, said that\nmembers are committed to ensuring that all public aspirations conveyed\nto both the DPRD and the executive can be promptly acted upon in\nregional development programmes.<\/p>\n<p>To realise this, he said an active role is required from mayors and\nthe Assistant for Government Affairs of the Jakarta Provincial\nSecretariat who are part of the Tim Anggaran Pemerintah Daerah (TAPD) to\nbridge budget needs at the regional level.<\/p>\n<p>He explained that when people ask mayors for accountability over\nvarious development programmes, budget support at the level of the\nsub-district office (suku dinas), district (kecamatan), and urban\nvillage (kelurahan) must be available for programme implementation to\nrun optimally.<\/p>\n<p>According to Inggard, the recurring problem is not inter-agency\ncoordination but the constraints and uneven distribution of budgets.<\/p>\n<p>Therefore, Commission A of the Jakarta DPRD is pushing for stronger\nbudget allocations at the suku dinas, kecamatan, and kelurahan levels so\nthat the public aspirations gathered through the members\u2019 reses can be\nrealised promptly.<\/p>\n<p>He also hopes that the Jakarta Regional Financial Management Agency\nand the Jakarta Regional Development Planning Agency can allocate\nbudgets proportionally in line with the needs and interests of the\ncommunity.<\/p>\n<p>Additionally, the role of the Jakarta Provincial Inspectorate is\nconsidered important in safeguarding budget use to avoid misallocation\nand to ensure every programme is truly targeted.<\/p>\n<p>Meanwhile, the Assistant for Government Affairs at the Jakarta\nProvincial Secretariat, Sigit Wijatmoko, emphasised that harmonisation\nbetween proposals for regional agencies\u2019 activities and the DPRD\u2019s\nfindings from reses or community reports is a crucial factor in the\nregional development planning process.<\/p>\n<p>With this synchronisation, it is hoped that no priority programme is\noverlooked or fails to be allocated in the Anggaran Pendapatan dan\nBelanja Daerah (APBD), so development can proceed more optimally and in\nfavour of the needs of the community.<\/p>",
