        "content": "<p>The Special Committee on Waste Management of the Jakarta Regional\nHouse of Representatives has highlighted a number of obstacles still\nhampering the optimisation of the Refuse Derived Fuel (RDF) Plant in\nRorotan, Cilincing District, North Jakarta, particularly concerning\ninfrastructure. \u2018Today, the Jakarta DPRD Waste Management Special\nCommittee is present at RDF Rorotan. This is an effort by the Jakarta\nProvincial Government and the Jakarta DPRD to reduce the waste that has\nbeen sent to Bantargebang,\u2019 said Judistira Hermawan, Chair of the\nSpecial Committee, on Thursday. According to Judistira, although the\nwaste processing facility is deemed to have large capacity and adequate\ntechnology, issues with supporting infrastructure and the waste\ntransport fleet remain urgent challenges that must be resolved. The\nexistence of the RDF Plant Rorotan is part of the Jakarta Provincial\nGovernment\u2019s strategy, together with the DPRD, to reduce dependency on\nthe Bantargebang Integrated Waste Treatment Site, which has been the\ncity\u2019s primary disposal location. Judistira stated that approximately\n9,000 tonnes of waste from Jakarta are sent to the Bantargebang site in\nBekasi City every day. This condition compels the regional government to\ncontinuously strengthen the waste management system through various\nprocessing facilities within Jakarta\u2019s territory. To ensure the\noperational readiness of the facility, the Special Committee conducted a\ndirect inspection of the RDF Plant Rorotan. \u2018Of course, today the\nSpecial Committee is here to find out the obstacles, so we hope that\nwithin the next year RDF Rorotan can optimally process at least 1,500 to\n2,000 tonnes of waste per day,\u2019 he explained. Judistira clarified that\nthe main bottleneck found does not stem from the technology or the waste\nprocessing machinery at the facility. Based on the inspection results,\nRDF Rorotan has three processing lines, each with a capacity of about\n800 tonnes of waste per day, totalling 2,400 tonnes per day. During the\nvisit, two processing lines were observed operating normally, while the\nthird was undergoing routine maintenance, indicating that technically\nthe facility is capable of handling large volumes of waste. He assessed\nthat road access to the RDF Plant Rorotan remains one of the main issues\nthat must be addressed immediately. The suboptimal road infrastructure\ncould hinder the mobility of waste truck fleets from various Jakarta\nareas to the facility. \u2018So that the Environmental Agency\u2019s fleet\ntransporting waste can gain better access, and waste deliveries to RDF\nRorotan can run smoothly,\u2019 Judistira said. According to him, the public\nhas complained about ageing waste trucks that do not meet operational\nstandards. These trucks often cause unpleasant odours and water leaks\nthat disturb residents along the distribution routes. Plans to build\nwaste-to-energy facilities at several locations still require time\nbefore they can be realised. Therefore, currently available facilities\nmust be maximised during the transition period. \u2018We know that in three\nyears, there are plans to build waste-to-energy processing facilities at\nthree to four points together with Danantara and the regional\ngovernment,\u2019 said Judistira. In the short term, the Jakarta DPRD is also\npushing for the optimisation of all operating waste management\nfacilities. Besides the RDF Plant Rorotan, the RDF facility at\nBantargebang, the Badan Air Sanitation Management Unit, and the\nReduce-Reuse-Recycle Waste Processing Sites across Jakarta must also be\nmaximised.<\/p>",
