The Special Committee (Pansus) on Parking Management of the Jakarta\nRegional House of Representatives (DPRD) has sharply highlighted the\npotential leakage of locally generated revenue (PAD) from the parking\nsector. The committee argues that cracking down on illegal parking\nattendants (jukir liar) is not a long-term solution if the on-the-ground\nmanagement system still leaves wide gaps for revenue leakage.<\/p>\n
The Chairman of the Pansus on Parking Management, Jupiter, stressed\nthat the parking problem in the capital must be addressed\ncomprehensively. This includes the legality of operators,\nstandardisation of charges to the public, oversight aspects, vehicle\nsecurity, and transparency of contributions to PAD.<\/p>\n
\u201cIf the approach is only enforcement operations, this problem will\nnever be resolved. Today it is cleared, tomorrow it can reappear with a\ndifferent modus operandi,\u201d Jupiter said when contacted by Media\nIndonesia on Wednesday (19\/8).<\/p>\n
Jupiter explained that the Pansus is currently pushing for a paradigm\nshift from a focus on enforcement to a prevention system. He emphasised\nthe importance of clarity at every parking point, from legal status and\napplicable tariffs to the responsible operator and a transaction\nmechanism whose flow can be traced.<\/p>\n
\u201cMy principle is simple: do not just catch leaks after they occur,\nbut we must close the door to leakage,\u201d he asserted.<\/p>\n
As an initial step, the Pansus is proposing the development of an\nintegrated Jakarta parking database. This system would need to record in\ndetail location data, operator identities, permit status, land capacity,\ntariffs, and daily transaction history in real time.<\/p>\n
In addition to the database, the digitalisation of transactions is a\ncrucial point being pushed by the Pansus to minimise the use of cash.\nWith a digital system, the Jakarta Provincial Government can accurately\nmonitor the number of vehicles and potential revenue at each location\nthrough a clear audit trail.<\/p>\n
\u201cDo not let one agency say a location is legal while another agency\ndoes not have the data,\u201d Jupiter added.<\/p>\n
While advocating for a new system, Jupiter confirmed that enforcement\nagainst illegal parking operators must still be carried out\nconsistently. However, he underlined that the Pansus\u2019s success should\nnot be measured solely by the number of illegal parking attendants\narrested.<\/p>\n
