        "content": "<p>ITU acknowledges RP's needs for orbital slots<\/p>\n<p>MANILA (AFP): The International Telecommunications Union (ITU)<br>\nacknowledged yesterday the Philippines' application for five<br>\norbital slots for a satellite it aims to launch in 1996.<\/p>\n<p>Communications Department Undersecretary Josefina Lichauco<br>\nsaid the head of ITU's space service division called her office<br>\nyesterday to acknowledge receipt of the Philippines' application<br>\nfor the slots to be used for the country's first satellite.<\/p>\n<p>Lichauco said this meant that \"our requests have already been<br>\nincluded in the ITU database for September and October\" and the<br>\nhighest governing body processing the satellite applications of<br>\ncountries was expected to announce this to the global community<br>\nin November.<\/p>\n<p>The orbital slots will be used for a satellite targeted for<br>\nlaunching in 1996 by the Agila consortium, which is composed of<br>\n16 local telecommunications firms.<\/p>\n<p>\"When the document is issued, then other interested<br>\nadministrations (foreign governments) can file their desire to<br>\ncoordinate with us on this matter. That's why I don't think two<br>\nyears is too short a time for the launching of our own<br>\nsatellite,\" Lichauco told AFP.<\/p>\n<p>She was referring to allegations by a rival consortium led by<br>\ndominant carrier Philippine Long Distance Telephone Co. that the<br>\nsatellite launching would not meet its timetable because Manila<br>\nhas not yet made an application to the ITU.<\/p>\n<p>Transportation Secretary Jesus Garcia on Thursday urged the<br>\ntwo rival groups to merge in order to strengthen the Philippines<br>\ncompetitiveness with other Asian firms.<\/p>\n<p>Lichauco also emphasized that the Philippines would benefit<br>\nfrom its own satellite in the long term<\/p>\n<p>\"It's good to have orbital slots so we can have bargaining<br>\npositions for future satellites,\" she said, citing the<br>\nPhilippines' strategic location in Asia as a major advantage for<br>\nthe country.<\/p>\n<p>\"The Indonesians and Chinese realized that, that is why they<br>\nare proposing that the regional (satellite) system be established<br>\nin the Philippines,\" Lichauco said.<\/p>",
