        "content": "<p>ITB grants Hartarto honorary doctoral degree<\/p>\n<p>BANDUNG, West Java (JP): Hartarto Sastrosoenarto, coordinating<br>\nminister for production and distribution, was awarded an honorary<br>\ndoctoral degree yesterday by the prestigious Bandung Institute of<br>\nTechnology (ITB).<\/p>\n<p>Hartarto, who was born in Surakarta, Central Java, 64 years<br>\nago, is the third person, after Indonesia's first president<br>\nSukarno and Soetaryo Sigit, to be granted an honorary doctorate<br>\nby the institute.<\/p>\n<p>This honorary doctoral degree is the first Hartarto has<br>\nreceived from a domestic institution, but the fifth granted to<br>\nhim by various universities around the world.<\/p>\n<p>Hartarto received honorary doctorates from Nagpur University<br>\nin India (1992), University of New South Wales in Australia<br>\n(1993), Nanyang University in Singapore (1995), Erasmus<br>\nUniversity (1995), and the Bernard Mandeville Foundation (1995),<br>\nboth in the Netherlands.<\/p>\n<p>Matthias Aroef, promoter and chairman of a special team<br>\nassigned to assess Hartarto's achievement, said that Hartarto has<br>\nsuccessfully helped transform Indonesia's economy from an<br>\nagriculture-led economy to an industry-led economy.<\/p>\n<p>Hartarto accomplished this distinct achievement when he served<br>\nas minister of industry for two consecutive terms from 1983 to<br>\n1993. During that period the country experienced a drastic<br>\nstructural change in its economy with rapid growth in industrial<br>\nand non-oil exports.<\/p>\n<p>\"During his two-term tenure as minister of industry from 1983<br>\nto 1993, there were many changes he made for the country,\"<br>\nMatthias said at yesterday's ceremony, which was led by the<br>\ninstitute's rector Wiranto Arismunandar.<\/p>\n<p>During the period from 1983 to 1993, Indonesia's annual non-<br>\noil exports grew from US$5 billion, or 23.67 percent of the<br>\ncountry's total exports, to $27.07 billion, representing 73.51<br>\npercent of total exports.<\/p>\n<p>During the same period, annual exports of industrial products<br>\nincreased from $3.21 billion or 64.4 percent of the country's<br>\ntotal non-oil exports, to $23.29 billion, which accounted for<br>\n86.03 percent of total non-oil exports.<\/p>\n<p>\"During the time when Indonesia's industry was growing at<br>\nextra speed, Indonesia was referred to internationally as the<br>\nastonishing rising star,\" Matthias said.<\/p>\n<p>When Hartarto assumed the position of minister of industry in<br>\n1983, Indonesia's economy was in danger of stagnation. To avoid<br>\nthis, Hartarto and other ministers involved with the economy<br>\nintroduced deregulation measures.<\/p>\n<p>To stimulate industrial growth, Hartarto spearheaded the<br>\ndrafting of an industrial bill, which was passed into law by the<br>\nHouse of Representatives in 1984.<\/p>\n<p>\"His strategy stopped the stagnation,\" Matthias said at the<br>\nceremony, which was attended by academics, businesspeople and 11<br>\ncabinet ministers, including Coordinating Minister for Political<br>\nAffairs and Security Soesilo Soedarman, Minister\/State Secretary<br>\nMoerdiono, State Minister of Investment Sanyoto Sastrowardoyo,<br>\nMinister of Manpower Abdul Latief, State Minister of Food Ibrahim<br>\nHassan, Minister of Youth Affairs and Sports Hayono Isman and<br>\nMinister of Education and Culture Wardiman Djojonegoro.
