Chairman of the West Nusa Tenggara Regional House of Representatives\n(DPRD NTB), Baiq Isvie Rupaeda, has proposed a temporary dismissal for\nthree NTB DPRD members who are defendants in a \u2018ghost money\u2019 funds case\nand are currently undergoing trial at the NTB High Prosecutor\u2019s Office.\nThe three members are Indra Jaya Usman, Hamdan Kasim, and Muhammad\nNashib Ikroman.<\/p>\n
Head of the Government Bureau of the NTB Secretariat, Jamaluddin\nMalady, said the proposal was submitted by the DPRD NTB speaker to the\nNTB provincial government in April. The letter was received by Governor\nLalu Muhamad Iqbal. \u2018At the start of April we received it and the\nGovernor has approved,\u2019 he said on Thursday (21 May 2026).<\/p>\n
Jamal said the letter proposing the temporary dismissal of the three\nDPRD members who are defendants in the gratification case has been\nhanded to the Ministry of Home Affairs. The NTB Provincial Government is\ncurrently awaiting a response from the Ministry.<\/p>\n
According to Jamal, applying regulations, the DPRD chair can propose\na temporary suspension when a DPRD member has been charged and is\nundergoing trial. Because the three members cannot perform their duties\nwhile the legal process is ongoing. \u2018Under the regulations, when a DPRD\nmember is implicated in a legal case and has entered trial, the DPRD\nchair must propose it to the Governor,\u2019 he explained.<\/p>\n
\u2018The move, Jamal said, is intended so that a DPRD member who is not\nperforming duties does not continue to receive financial rights or\nsalaries from the government. Because, during the trial, the three\nmembers are still receiving their basic salaries. \u2019So that they do not\nreceive salaries since they are no longer in office. It is the same as\ncivil servants; when not in office, their salary should not be paid\nbecause their obligations are not being fulfilled,\u2019 Jamal asserted.<\/p>\n
Although Governor Iqbal has approved, Jamal stressed that the process\nof temporary dismissal cannot yet be implemented because a formal\ndecision from the Ministry of Home Affairs is still awaited. He also\nsaid he would ask when the Ministry of Home Affairs\u2019 reply letter would\nbe issued. \u2018We will ask the Ministry of Home Affairs. We will check,\u2019 he\nsaid.<\/p>\n
Jamal noted that the NTB provincial government cannot halt salary\npayments without a clear legal basis from the central government.\nTherefore, a decision from the Ministry of Home Affairs is hoped soon so\nthat the status of the three assembly members has legal and\nadministrative certainty. \u2018Hopefully in the near future. Within this\nmonth we hope to receive it. After all, the letter also depends on the\nministry,\u2019 he said.<\/p>\n
Nevertheless, the process of temporary suspension will still respect\nthe presumption of innocence. For the mid-term replacement process\n(PAW), the three members must await a final court decision from the\nMataram Corruption Court (Pengadilan Tipikor Mataram).<\/p>\n
PAW entails replacements; if the court later finds them not guilty,\nit could be annulled. We will re-submit that the person is not\nproblematic because there is a final legal force. That means they regain\n(their rights),\u2019 concluded Jamal.<\/p>\n
Reportedly, the three NTB DPRD members began their first hearing at\nthe Mataram Corruption Court regarding the NTB DPRD \u2018ghost money\u2019\ngratification case on Friday 27 February 2026. The defendants are Indra\nJaya Usman alias IJU of the Democratic Party and chair of Commission IV\nof the NTB DPRD; Hamdan Kasim of Golkar; and Perindo politician Muhammad\nNashib Ikroman alias Acip.<\/p>\n
Hamdan Kasim is said to have given money to three NTB DPRD members\ntotalling Rp450 million. Indra Jaya Usman alias IJU gave bribes to six\nother NTB DPRD members amounting to Rp1.2 billion. This is disclosed in\nthe indictment read by the prosecuting attorney in the Mataram Tipikor\nCourt.<\/p>\n
