Co-Founder of the Institute for Security and Strategic Studies\n(ISESS), Khairul Fahmi, said the designation of Siaga I in the TNI chain\nof command is an instruction from the commander aimed at and applicable\nonly to internal military personnel. The readiness status, which signals\npreparedness for potential threats, does not apply to civilians. \u2018Siaga\nstatus, whether Siaga 3, Siaga 2, or Siaga 1, is basically an internal\ncommand instruction within the TNI,\u2019 Khairul said on Sunday, 8 March\n2026.<\/p>\n
He explained that Siaga I differs from national danger statuses such\nas civil emergency, military emergency, or war emergency. National\ndanger status is a public-law status that limits civil rights, governed\nby the constitution through Government Regulation in Lieu of Law\n(Perppu) Number 23 of 1959, and must be decided politically and\nannounced directly by the president.<\/p>\n
By contrast, Siaga I inside the TNI does not apply to civilians. \u2018The\nrhythm of life, economic activity, and civilian rights continue normally\nwithout curfews or any restrictions,\u2019 he said.<\/p>\n
Practically, Khairul said, the Siaga I instruction from the commander\nmeans soldiers must apply the highest level of vigilance. All leave\nrights are suspended, they are required to be on full standby at their\nunits, and the main weaponry systems (alutsista) are prepared at maximum\noperational readiness.<\/p>\n
According to him, given that the commander\u2019s decision to set Siaga I\nby TNI Commander Agus Subiyanto relates to escalation of the conflict in\nthe Middle East, the force\u2019s preparation is more aimed at operations\nother than war, such as preparing to evacuate Indonesian citizens from\nconflict zones. He argued the commander\u2019s decision is correct and\nprocedurally appropriate.<\/p>\n
\u2018From a military perspective, the dynamics of escalation in the\nMiddle East currently require the TNI as the state\u2019s defence instrument\nto activate an early warning system and prepare contingency plans,\u2019 he\nsaid.<\/p>\n
Earlier, the TNI Commander, General Agus Subiyanto, announced Siaga I\nfor all defence units in Indonesia. Siaga Satu was declared by the TNI\nCommander amid the escalation of the conflict in the Middle East and\nconfirmed by the head of the TNI Strategic Intelligence Agency (Bais\nTNI), Lieutenant General Yudi Abrimantyo.<\/p>\n
\u2018The Siaga Satu status issued by the TNI Commander is addressed to\nall TNI ranks, including Bais TNI,\u2019 Yudi told Tempo on Saturday, 7 March\n2026.<\/p>\n
Yudi explained that the Siaga Satu status aims to anticipate domestic\nsecurity situations amid the rising escalation of the Middle East\nconflict after the Iran-US and Israel wars broke out.<\/p>\n
