        "content": "<p>Irian lacks <br>\nqualified teachers<\/p>\n<p>JAYAPURA, Irian Jaya: Puncak Jaya regency's dream of quality <br>\neducation will not come true in the foreseeable future because <br>\nthe local teacher training institute has failed to produce <br>\nqualified teachers, an official said on Tuesday.<\/p>\n<p>The regency established the institute in 1999 after migrant <br>\nteachers fled the regency in the early 1990s when they were <br>\nthreatened by secessionist activists and rebels.<\/p>\n<p>The institute, which offers a two-year course on elementary <br>\nschool teaching, was set up in cooperation with the Jayapura-<br>\nbased Cendrawasih University as part of a crash program that is <br>\nexpected to produce 200 elementary school teachers in two <br>\nbatches.<\/p>\n<p>Puncak Jaya regent Elieser Renmaur told Antara news agency <br>\nthat the institute was established to compensate for the more <br>\nthan 100 teachers who fled the mountainous regency.<\/p>\n<p>Scores of schools have been closed and hundreds of pupils have <br>\nhad to stay at home.<\/p>\n<p>The regent said many of the first batch of 106 graduates that <br>\nwill graduate in October were unqualified.<\/p>\n<p>\"How can they teach?
