TEHRAN \u2013 The General Staff of the Iranian Armed Forces has issued a\nnational passive defence directive setting out broad preparations for\nthree possible scenarios: end of war, ceasefire, and large-scale war.\nChief of Staff Major General Ali Abdollahi issued the ten-point\ninstruction for Iran\u2019s 2026 Passive Defence Warning Programme, as quoted\nby Fars News on Tuesday (15\/9\/2026).<\/p>\n
Under the large-scale war scenario, large public gatherings and\nassembly events are temporarily banned, with activities instead focused\non preparation operations, the continuation of essential services,\nresource management, public assistance, and coordination among relevant\nbodies. In the event of a ceasefire without a definitive end to\nhostilities, the directive prioritises public readiness, vigilance\nagainst hybrid warfare and information security, whilst the end-of-war\nscenario is reserved for the full implementation of planned drills,\ntraining and public programmes.<\/p>\n
The directive also states that operational plans will be updated\nbased on the experience of what it describes as Iran\u2019s \u201csecond and third\nwars\u201d.<\/p>\n
In 2024 and 2025, Iran issued similar national directives focused on\npreparation and the protection of critical infrastructure. However, the\ncurrent directive comes amid the ongoing war with the United States and\nexplicitly sets out approaches for three distinct conflict\nscenarios.<\/p>\n
Earlier, Iranian President Masoud Pezeshkian said he did not support\ncontinuing the war with the US, whilst calling for strengthening Iran\u2019s\nresilience to face the next phase. The remarks were made during a\nmeeting with Iranian university leaders on Friday (11\/9\/2026), according\nto the local news agency Mehr News Agency.<\/p>\n
\u201cI do not support the continuation of the war, but we must strengthen\nthe country\u2019s resilience in the face of forthcoming developments,\u201d\nPezeshkian said when asked about the conflict with Washington.<\/p>\n
According to him, strengthening national resilience must be carried\nout through steps that do not force Iran to negotiate with the \u201cenemy\u201d\nfrom a position of weakness. He also asked universities to support the\ngovernment in this effort.<\/p>\n
The Iranian president said economic policy must take account of\nexisting social conditions. He warned that poorly calculated measures\ncould actually cause harm rather than provide solutions.<\/p>\n
\u201cWe must harness the contribution of Generation Z students to solve\nsociety\u2019s problems, and ensure they participate in providing solutions\nrather than becoming involved in protests,\u201d he said.<\/p>\n
Pezeshkian stressed that, as president, he has no political\naffiliation with any particular group. He said he was open to working\nwith all political groups and anyone who contributes to resolving the\ncrisis facing Iran.<\/p>\n
The US and Israel launched a war against Iran on 28 February,\nprompting Tehran to fire missiles at Israel and attack US targets and\nbases in several countries in the region. Iran also announced the\nclosure of the Strait of Hormuz to shipping, causing widespread\ndisruption to global energy and trade flows.<\/p>\n
On 18 June, Washington and Tehran reached a memorandum of\nunderstanding to end military operations, including guarantees for\ncommercial vessels to transit the Strait of Hormuz and the start of\nnegotiations to reach a final agreement within 60 days.<\/p>\n
However, the understanding subsequently failed to hold and clashes\nresumed in July.
