He emphasised that reports claiming a deal has been\nreached remain speculative and that no single issue has been\ndefinitively resolved.<\/p>\n<p>Baghaei stated that Iran has not yet arrived at a final position or\ndecisive conclusion on the proposed agreement during the latest round of\ndiscussions. He noted that while a draft memorandum of understanding\n(MoU) is nearly complete, the main remaining obstacle is what he\ndescribed as contradictory statements and constantly shifting attitudes\nfrom the US side.<\/p>\n<p>Baghaei explained that Iran\u2019s decision-making mechanism is very clear\nand requires the relevant authorities to reach a final conclusion on\nevery detail of the proposed understanding before an agreement can be\nratified.<\/p>\n<p>He added that Qatar and Pakistan have played an active mediation role\nthroughout the process, noting that most of the agreement\u2019s text has\nactually reached an advanced drafting stage.
