        "content": "<p>PIJAR Foundation officially unveiled the Indonesia Precision Policy\nAlliance (IPPA) at an event at its headquarters in the Kuningan district\nof South Jakarta. The launch was attended by founding members from\nacross the public sector, ranging from ministerial special staff to\nlegislators and senior officials (eselon I) in ministries and agencies\nof the Red-and-White Cabinet. Around 60 participants from various\nsectors attended.<\/p>\n<p>The establishment of IPPA is motivated by the looming target of\nIndonesia Emas 2045, which now has about 19 years remaining. In that\nperiod, development challenges are seen as increasingly complex, so\npolicy formulation cannot rely on trial and error anymore. The\ngovernment requires skilled policy personnel, robust data resources, and\npolicy execution units able to ensure programmes run effectively and\ntargeted.<\/p>\n<p>CEO and Executive Director of Pijar Foundation, Cazadira Fediva\nTamzil, explained that the organisation aims to be a collaborative space\nto strengthen development toward Indonesia\u2019s 2045 vision. \u2018Pijar\nFoundation, as a home for collaboration, exists to safeguard the\nIndonesia 2045 vision which still has 19 years to go. The various\ninitiatives we have driven thus far are aimed at that direction.\u2019<\/p>\n<p>Through IPPA, Pijar Foundation has prepared three main strategies to\npromote the systematic adoption of precision policy in governance. The\nfirst step is to strengthen the capacity of policy-makers through a\ncomprehensive training programme. The training is designed to enhance\ndata analysis capability, policy evaluation, programme impact\nassessment, and evidence-based decision-making.<\/p>\n<p>The second step is to provide access to a verified dataset repository\nfrom various sources. The datasets are not intended to replace the\ngovernment\u2019s Satu Data programme, but to supplement and enrich data\nreferences that can be used in policy formulation within government\nagencies.<\/p>\n<p>The third step involves providing technical assistance from\nprofessionals who can help accelerate the implementation of various\nstrategic initiatives across ministries and cross-ministerial\ncooperation. This support will be delivered in conjunction with civil\nservants to ensure policy formulation and implementation remain\nevidence-based throughout the policy cycle.<\/p>\n<p>One of the figures involved from IPPA\u2019s early days, Ferro Ferizka,\nSpecial Staff to the Coordinating Minister for Human Development and\nCulture, regards the initiative as important to strengthen the\nimplementation of government programmes. \u2018President Prabowo has many\noutstanding programmes for Indonesia\u2019s progress. His vision must be\nsupported by effective and efficient ways of working. This can only\nhappen if we are supported by skilled human resources and reliable,\nready-to-use datasets.\u2019 He added that the demand for a more precise\npolicy system is felt by many officials in the government.<\/p>\n<p>\u2018In my capacity as Special Staff, I found that many other special\nstaff and colleagues share this view, and face the same challenges. Then\nwe gathered and, with the support of Pijar Foundation, IPPA was\nborn.\u2019<\/p>\n<p>IPPA was established together with founding members from various\nagencies, including Pandu Kartika, Special Staff to the Minister of PAN\nRB, Rama Notowidigdo from the Ministry of National Development Planning\n(Bappenas), Pradana Indraputra from the Ministry of Energy and Mineral\nResources (ESDM), and Rachmat Kaimuddin, Deputy for Coordination of\nBasic Infrastructure at the Coordinating Ministry for Infrastructure.\nAdditionally, Imam Machdi as Secretary of the Coordinating Ministry for\nPolitical, Legal and Security Affairs (Kemenko PMK), Alfreno K from the\nMinistry of Communications and Digitalisation (Kementerian Komdigi),\nTiar Karbala, Special Adviser to the President, and Noor Sona Maesana\nMushonnif from the Ministry of Investment.<\/p>\n<p>From the perspective of government bodies that could benefit from the\ncollaboration, the Head of the National Civil Service Agency (LAN), Dr\nMuhammad Taufiq, DEA, says the IPPA approach is relevant to\nstrengthening the quality of public policy. \u2018LAN has long trained tens\nof thousands of policy analysts and continues to promote policy\ninnovation. The problem statements and solutions offered by IPPA, I see,\naddress the challenges faced by many ministries and agencies. Therefore,\ncollaborations like IPPA are essential to strengthen policy quality and\npublic sector innovation,\u2019 said Muhammad Taufiq. (I-3)<\/p>\n<p>Challenges such as equitable development and social stability require\ncollaboration that is not limited to a single organisational body. He\nnotes that Prabowo\u2019s main message is to strengthen defence posture while\nalso building public trust in the state.<\/p>\n<p>The Central Executive Board of GenMuda Pembaharu Indonesia (Gempar\nIndonesia) urged the government to accelerate development in the 3T\nregions (Underdeveloped, Frontier, and Outer) and called for a more\npeople-focused approach to development beyond physical projects. Deputy\nSpeaker of the MPR RI, Lestari Moerdijat, said that an environmentally\naware and sustainable working basis must guide stakeholders in\ndevelopment.<\/p>",
