        "content": "<p>Ipda Motalip has been nominated by several residents for the 2026\nHoegeng Awards. One of the nominators is Iksana Murib, who stated in her\nnomination: I am nominating this individual because he is one of the\nmost friendly and caring police officers towards the community. He is\nalso a figure worthy of emulation for his courage in addressing the\ndangerous conflicts that frequently occur in Nduga Regency.<\/p>\n<p>detikcom then asked Iksana about her nomination. She explained one of\nthe conflicts successfully resolved by Ipda Motalip was the tribal\nconflict arising from the 2024 Nduga DPRD election. \u201cI am a teacher in\nKenyam. Last year in 2024, there was a conflict, a tribal war. Mr Talip\nimmediately went into the field. Even though they were at war, Mr Talip\nwas there, figuring out how to prevent the conflict from happening. We\nwitnessed his struggles,\u201d Iksana told detikcom on Friday\n(27\/3\/2026).<\/p>\n<p>Iksana said the majority of Nduga residents know Motalip. In fact,\nlocals call Motalip by the affectionate nickname Pak Salib. \u201cHe\u2019s called\nSalib because there are many conflicts, but his approach with the\ncommunity makes him a mediator between the police and the people.\nBasically, in Nduga, if someone mentions Pak Talip, everyone in the\nregency, from young children in primary school to secondary school\nstudents, knows who Pak Talip is,\u201d said Iksana.<\/p>\n<p>Ipda Motalip is also known as a figure who likes to help Nduga\nresidents. Residents even protested and demonstrated when Motalip was\ntransferred. \u201cHis way of communicating and adapting with us is different\nfrom other police officers. I mean, Pak Talip is truly\u2026 Nduga is a\nconflict area, so many police are afraid, but Pak Talip is not like\nthat; he has a different personality, from a security perspective,\u201d she\nsaid.<\/p>\n<p>Dhias Suwanti also nominated Ipda Motalip for the Hoegeng Awards.\nDhias is a journalist in Jayapura who once wrote an article about Ipda\nMotalip. \u201cHe started his assignment from the beginning\u2026 in Nduga, there\nwas no police station yet, just a police post, and Pak Talip was one of\nthe first placed there. Coincidentally, important people in Nduga were\npreviously in Wamena, in Jayawijaya Regency, and Pak Talip had served\nthere before, so he already knew those community leaders,\u201d said\nDhias.<\/p>\n<p>Due to Ipda Motalip\u2019s closeness with Nduga community leaders, he was\nasked to fill the position at the Nduga police post. Pak Talip followed\nthat; he doesn\u2019t carry weapons anywhere, and when distressed residents\ncome, he brings aid,\u201d she added.<\/p>\n<p>Dhias said Ipda Motalip took two years to get close to the residents.\nTo this day, residents request that Motalip remain assigned in Nduga.\n\u201cWhenever there\u2019s an issue at the police station, they still seek out\nPak Talip. Pak Talip has been transferred from Nduga twice, but the\ncommunity always protests and demands his return,\u201d said Dhias.<\/p>\n<p>Ipda Motalip\u2019s Approach to Building Closeness with Residents<\/p>\n<p>Ipda Motalip also became one of the candidates nominated in the 2025\nHoegeng Corner programme. From the start of his assignment, Ipda Motalip\nheld the principle that Nduga residents are his family who must be\nprotected and served.<\/p>\n<p>Motalip has been serving in Nduga since 2012. At that time, he was\nassigned as the Head of the Nduga Development Police Post. \u201cWhen we were\nassigned to Nduga in 2012, there was an incident where a PAN faction\nDPRD member died on 10 June 2012, if I recall correctly,\u201d Motalip said\nin the Hoegeng Corner programme on Friday (24\/10\/2025).<\/p>\n<p>The case of the death of DPRD member Paulina Ubruangge created an\nunconducive situation. Motalip was then assigned to the location to\nsecure it. Motalip was appointed by the Wamena Police Chief as the Head\nof the newly formed Nduga Development Police Post. \u201cAt that time, the\nPolice Chief called me to his residence on the 13th, a Sunday, and I\ndeparted for Nduga that same day. I said \u2018Commander, I apologise, Nduga\nis different from other areas; please allow an officer to support me,\nbecause I\u2019m leading troops, there needs to be an officer with me, my\nrank at the time was Junior Brigadier, if I remember correctly\u2019,\u201d he\nexplained.<\/p>\n<p>Ipda Motalip said he was appointed as Head of the Development Police\nPost at the direct request of the then Nduga Regent Yairus Gwijangge and\nalso at the request of community leaders. Motalip had previously known\nboth individuals. \u201cAfter that, the Police Chief said \u2018The Regent ordered\nyou there, including the tribal chief who requested you go to Nduga\u2019.\n\u2018Oh, understood, but on the condition that I choose my team\u2019, \u2018go\nahead\u2019. So I chose my team,\u201d he explained.<\/p>\n<p>Ipda Motalip, along with five other police officers, flew to Nduga.\nUpon arriving in Kenyam District, he was immediately welcomed by\ncustomary leaders. \u201cPraise be to God, upon landing at the airport, a\ntribal chief came to pick us up; I was surprised, the late Ruben, one of\nthe figures in the regency, who has passed away. There, the government\nhad prepared a place for us, the official residence of Assistant One and\nAssistant Two, which was turned into the Development Post,\u201d he said.<\/p>\n<p>Ipda Motalip then communicated with the family of the late DPRD\nmember who had passed away.
