'Involve local administrations in land buying<\/p>\n
JAKARTA (JP): Local administrations should be involved in the
\nprocess to award location permits for industrial estate projects
\nand in private land acquisition, Vice Governor of West Java HM
\nSampurna said yesterday.<\/p>\n
Sampurna said in Bandung that many industrial estate projects
\nhad encountered problems, including those caused by local
\nadministrations' lack of authority to get involved.<\/p>\n
He said the central government had issued location permits for
\n18,000 hectares of industrial estates in nine regencies in West
\nJava, including Serang, Bekasi, Tangerang, Sumedang, Bandung,
\nKuningan, Purwakarta and Krawang.<\/p>\n
\"But only between 30 percent and 40 percent of the total area
\nhas been developed,\" Sampurna said.<\/p>\n
He said the development of industrial estates should be sped
\nup to facilitate new investment projects.<\/p>\n
Sampurna cited land acquisition problems as the biggest
\nobstacles facing industrial estate developers.<\/p>\n
\"I think the procedures for land acquisition need to be
\nrevised to make things easier for investors,\" he said.<\/p>\n
Sampurna said the government might revise the sequence of
\nlicensing procedures by issuing land acquisition permits after
\nlocation permits.<\/p>\n
He did not rule out the possibility of collusion between
\ninvestors and land agencies' officials.<\/p>\n
Sampurna said that problems were often complicated by brokers
\nor middlemen.<\/p>\n
\"However, local administrations are faced with a dilemma
\nbecause they cannot get involved in the land acquisition
\nprocess,\" he said, adding that land acquisition was treated
\nsimply as a transaction between land owners and buyers.<\/p>\n
But, he said, the local administrations were morally bound to
\nensure that local people were not cheated by land buyers or
\nmiddlemen.<\/p>\n
Sampurna cited a case in Bekasi where locals had recently sold
\ntheir land at reasonable prices to the investors in the Bekasi
\nFajar industrial estate.<\/p>\n
The locals had requested the local military command to protect
\nthem from strong-handed middlemen who demanded to buy their land
\nat unusually low prices.<\/p>\n
But thanks to intervention by the military command, the people
\nwere paid reasonable sums for their land, a local doctor, one of
\nthe land owners, was quoted by Antara as saying. (vin)<\/p>",
