Inviting public debate<\/p>\n
The chairman of the national development planning board
\n(Bappenas) has invited a number of experts from various
\ndisciplines -- mostly economists -- to provide input on the
\ndesired role and format of our national planning efforts in the
\nface of developments both domestically and abroad.<\/p>\n
He mentioned the proportion and the role of the government and
\nthe private sector in the economy. In the past, about 75 percent
\nof the burden of financing economic activity was borne by the
\ngovernment; at present it is the private sector which bears 75
\npercent of the costs.<\/p>\n
In other words the volume of economic activity is borne
\nlargely by sources outside the government budget. The economic
\nactivity is beyond the reach of the state budget. In such changed
\nconditions, including the effects of globalization, what should
\nthe role and formal of the national planning agency be?<\/p>\n
The formulation of public policy, including the deliberations,
\nhas been done through agencies prescribed by the Constitution.
\nThis forum is now to be expanded to directly involve sources of
\nreasoning that exist in our community.<\/p>\n
This procedure could give substance to the principles of
\nparticipation and responsibility because the community is
\ninvolved and people are invited to think critically and
\npositively so that no details are overlooked.<\/p>\n
If this procedure could be extended it could help give
\nsubstance to the process of democratization. Naturally,
\ndifferences of opinion would arise, but a spirit of dialog and
\ncommitment to a common goal would prevail. All that would be part
\nof the natural process of forging a culture of democracy and
\nbuilding an infrastructure for democracy.<\/p>\n
