        "content": "<p>Investors need more information on East Timor<\/p>\n<p>DILI, East Timor (JP): The government and local administration<br>\nneed to prepare detailed information on potential businesses that<br>\ncan be developed by private sector companies in a bid to attract<br>\ninvestors into East Timor, economist Frans Seda says.<\/p>\n<p>Seda said on Sunday evening that many businessmen have failed<br>\nto realize the potential of investing in East Timor, a former<br>\nPortuguese colony which was integrated into Indonesia in 1976,<br>\ndue to a lack of information on the profiles of the province's<br>\neconomic conditions.<\/p>\n<p>Frans, who is also a former minister of finance, was here to<br>\nattend a workshop on investment which begun yesterday.<\/p>\n<p>\"The central government should help the local authority in<br>\npreparing the data needed by investors,\" he told The Jakarta<br>\nPost.<\/p>\n<p>He said that although the decentralization program should<br>\ncontinue, the central government is still required to help the<br>\nlocal authority decide the priority of industries that can be<br>\ndeveloped in the province.<\/p>\n<p>\"The government, for example, should finance feasibility<br>\nstudies on businesses which can be developed in the province,\" he<br>\nsaid.<\/p>\n<p>Seda said he saw that several industries, including garment<br>\nmanufacturing and tourism, could be appropriate for the province.<\/p>\n<p>However, he admitted that there are a lot of major constraints<br>\nfor the development of such industries in the province, including<br>\na shortage of qualified human resources.<\/p>\n<p>The former minister said that the local administration should<br>\nalso improve infrastructure facilities in order to attract<br>\ninvestors.(jac\/05)<\/p>",
