        "content": "<p>The Ministry of Investment and Downstream Industries\/Investment\nCoordinating Board (BKPM) is revising three implementing regulations of\nGovernment Regulation Number 5 of 2021 on Risk-Based Business Licensing.\nThe move is aimed at accelerating investment realisation to support the\nnational economic growth target of 8 per cent by 2029.<\/p>\n<p>Deputy Minister of Investment and Downstream Industries\/BKPM Todotua\nPasaribu explained that the three regulations being revised comprise\nBKPM Regulations Numbers 3, 4, and 5 of 2021. These respectively govern\nthe OSS system, licensing service and facility procedures, and\nsupervision of risk-based business licensing.<\/p>\n<p>According to Todotua, investment achievements over the past decade\nreached Rp9,900 trillion. To achieve the 8 per cent economic growth\ntarget, the current administration has set an investment target of\nRp13,000 trillion over the next five years.<\/p>\n<p>\u201cThis is an ambitious figure, but realistic if we overhaul the system\ncomprehensively,\u201d the Deputy Minister said during a Public Consultation\non the Draft Regulation of the Minister of Investment and Downstream\nIndustries.<\/p>\n<p>For 2025, the investment target has been raised to Rp1,900 trillion\nfrom last year\u2019s achievement of Rp1,700 trillion. First quarter 2025\nrealisation reached Rp465 trillion, and early second quarter reports\nindicate a stable trend. However, the Deputy Minister cautioned that\nchallenges could intensify in the third and fourth quarters if licensing\nhas not been optimally reformed.<\/p>",
