Jakarta - The Ministry of Investment and Downstream Industries\/BKPM\nhas issued 12.9 million Business Identification Numbers (NIB) during the\nperiod from August 2021 to June 2025. Deputy for Investment Climate\nDevelopment at the Ministry of Investment and Downstream\nIndustries\/BKPM, Riyatno, said that 12.5 million of these were issued to\nmicro enterprises.<\/p>\n
NIB are issued through the OSS (Online Single Submission) system and\nserve as legal documentation for conducting business activities. The NIB\nencompasses basic licensing data such as location permits, environmental\npermits and operational permits.<\/p>\n
\u201cFor NIB issuance during the period from 4 August 2021 to 30 June\n2025, the total stood at 12,982,653. Of that number, 96.83% or\napproximately 12,571,293 were for micro enterprises,\u201d said Riyatno at a\npress conference at the Ministry of MSMEs office on Friday (18 July\n2025).<\/p>\n
However, when calculated up to 17 July 2025, the number of NIB issued\nhad already reached 13 million. Of the 12.9 million NIB issued, 295,108\nor 2.27% were issued to small enterprises, whilst 35,251 or 0.27% were\nissued to medium enterprises.<\/p>\n
\u201cThen if we look at NIB issuance for the first period from 1 January\nto 30 June 2025, there were 1,445,205. Of that number, micro enterprises\naccounted for 96.93%. This means that micro enterprise NIB issuance\nremains extraordinarily high,\u201d Riyatno added.<\/p>\n
Through digitalisation, he said, the process of obtaining a NIB has\nbecome much easier. According to him, licensing matters can be completed\nwithin 30 minutes.<\/p>\n
On the same occasion, Riyatno also referenced Government Regulation\n(PP) Number 28 of 2025, which replaces PP 5 of 2021 on Risk-Based\nLicensing Administration. The new regulation also provides licensing\nfacilitation for MSMEs.<\/p>\n
\u201cFirstly, for micro enterprises with low risk, the KKPR \u2014 previously\nknown as the location permit for business premises \u2014 is issued through\nthe OSS system in the form of a self-declaration by the business\noperator. This means it is very straightforward; a self-declaration from\nthe business operator is sufficient,\u201d Riyatno explained.<\/p>\n
Secondly, micro and small enterprises are afforded facilitation\nthrough a single licensing mechanism. In this case, the NIB issued\nthrough the OSS system serves as both the business identity and legal\ndocumentation.<\/p>\n
\u201cThis is important, because if a business operator lacks legal\ndocumentation, this could naturally become problematic should\nauthorities become involved. Therefore, it is important to hold a NIB as\nit serves as business legality,\u201d he explained.<\/p>\n
