        "content": "<p>The integration of spatial planning and land data is considered a\nprerequisite for enhancing investment certainty in Indonesia. The\navailability of connected spatial data is also deemed crucial to\naccelerate business licensing processes while reducing potential\nconflicts in spatial utilisation. This view was presented by Group 1 of\nthe 2026 National Leadership Training (PKN) Level II Batch III through a\npolicy brief titled \u2018Integration of Digital RDTR with Land Data for\nNational Investment Certainty\u2019. The document proposes the development of\na National Spatial Data and Information Platform (NSDIP) as a centre for\nnational spatial data integration. The policy brief notes that as of May\n2026, only 570 Detailed Spatial Plans (RDTR) had been integrated with\nthe Online Single Submission-Risk Based Approach (OSS-RBA) system, out\nof a total requirement of 5,322 RDTR, or approximately 11 per cent.\nMeanwhile, the number of Business Identification Numbers (NIB) issued\nhas reached 15.4 million. This situation is assessed as potentially\ncausing uncertainty in investment locations, increasing licensing\ntransaction costs, and triggering spatial utilisation conflicts.\nKristanti Wahyuni, a representative of Group 1 for the National\nLeadership Visitation (VKN) of PKN II at the National Institute of\nPublic Administration (LAN RI), stated that the digital transformation\nof spatial planning is a key factor in strengthening investment\ncertainty. \u2018The digital transformation of spatial planning is key to\nstrengthening investment certainty while accelerating national\ndevelopment,\u2019 Kristanti said in a statement received on Tuesday\n(14\/7\/2026). According to the Head of the Human Resources Development\nAgency of Garut Regency, the development of NSDIP is a necessity because\nthe ability to attract investment is now determined not only by natural\nresource potential or the size of the domestic market, but also by legal\ncertainty, governance quality, ease of doing business, and the\navailability of accurate and integrated data. Through this platform,\ndigital RDTR, land data, OSS-RBA, and the One Map Policy are expected to\nbe connected in a single system to support risk-based licensing services\nwhile enhancing legal certainty for investors. The policy brief also\nassesses that the transformation of investment services through OSS-RBA\nstill faces obstacles because the integration of digital RDTR and land\ndata has not been running optimally. As a result, parts of the licensing\nverification process are still conducted manually, potentially\nprolonging service times. The drafting group believes that data\nintegration through NSDIP can be a solution to reduce transaction costs,\naccelerate the licensing process, and simultaneously improve Indonesia\u2019s\ninvestment competitiveness. \u2018It is hoped that this policy brief\nencouraging data integration through NSDIP will attract investors to\ninvest,\u2019 Kristanti said.
