        "content": "<p>PKKPR for micro-enterprises can be carried out through a\nself-declaration, with a mechanism that allows for automatic\napproval.<\/p>\n<p>Jakarta (ANTARA) \u2013 The Ministry of Investment and\nDownstreaming\/Coordinating Board for Investment (BKPM) is accelerating\nthe process of issuing Business Identification Numbers (NIB) for\nmicro-enterprises by simplifying the approval process for spatial\nutilisation activity compliance (PKKPR).<\/p>\n<p>Deputy Minister of Investment and Downstreaming\/Deputy Head of BKPM,\nTodotua Pasaribu, in Jakarta on Tuesday, explained that delays in\nissuing NIB were mainly due to the requirement to have a location permit\nor PKKPR, as stipulated in Government Regulation No.\u00a028.<\/p>\n<p>According to him, the PKKPR process takes time because of a number of\ntechnical requirements, which creates bottlenecks and delays in the\nissuance of NIB for micro-enterprises.<\/p>\n<p>As a solution, the Ministry of Investment and Downstreaming\/BKPM has\nissued a Circular Letter from the Minister of Investment and\nDownstreaming\/Head of BKPM No.\u00a01\/S of 2026 regarding the provisions for\nissuing spatial utilisation activity compliance for\nmicro-enterprises.<\/p>\n<p>Through this regulation, he said, PKKPR for micro-enterprises can be\ncarried out through a self-declaration, with a mechanism that allows for\nautomatic approval, so that micro-enterprises can obtain NIB more\nquickly.<\/p>\n<p>\u201cWe have issued this circular letter, and in the next three months,\nwe will upgrade it into a ministerial regulation, the content of which\nis that for micro-enterprises or for those involved in\nmicro-enterprises, the PKKPR, or what people used to know as a location\npermit, can now be done through a self-declaration,\u201d he said.<\/p>\n<p>Todotua said that micro-enterprises only need to include the location\npoint and business address in the self-declaration without the need for\nverification so that the NIB can be issued. This policy applies to\nmicro-enterprises with low, medium, to high levels of risk.<\/p>\n<p>He also revealed that to date, around 15,226,905 NIBs have been\nissued through the OSS system, and around 14.9 million of them belong to\nmicro-enterprises.<\/p>\n<p>Meanwhile, Deputy Minister of MSMEs, Helvi Moraza, emphasised the\nimportance of facilitating licensing to encourage formality that is\nlegally protected and to improve the level of MSMEs.<\/p>\n<p>The Ministry of MSMEs, Helvi continued, has various coaching,\neducation, and training programs to encourage informal businesses to\nbecome formal. According to him, in this process, the NIB is one of the\nimportant requirements.<\/p>\n<p>Based on the ministry\u2019s data, there are around 56 million MSMEs\nrecorded, but only about 14.6 million have NIB through OSS.<\/p>\n<p>On the other hand, the Director General of Spatial Planning at the\nMinistry of Agrarian and Spatial Planning\/National Land Agency\n(ATR\/BPN), Suyus Windayana, explained that previously, in Government\nRegulation 28, the mechanism of self-declaration for PKKPR only applied\nto low-risk micro-enterprises.<\/p>\n<p>Through this new circular letter, the scope is expanded so that\nmicro-enterprises with low, medium, to high risks can also use\nself-declaration.<\/p>\n<p>However, for businesses with high risk, business actors are still\nrequired to confirm with the Spatial Planning Office in their respective\nregions.<\/p>",
