The Association of Indonesian Telecommunications Providers (ATSI) has\nstated that the country\u2019s three mobile operators already have their own\nroll-over packages. Going forward, each company will make it easier for\nthe public to find them.<\/p>\n
\u201cThe public may not see that the roll-over quota is already available\nin their apps. I mean, in My Telkomsel, My IM3, and My XL, all three\nhave it. Perhaps communication and socialisation need to be simplified\nand made easier,\u201d said ATSI Executive Director Marwan O Baasir in\nJakarta on Tuesday (23\/6\/2026).<\/p>\n
\u201cFor example, to find the roll-over quota, you have to search for it.\nThe public doesn\u2019t know there\u2019s a round symbol, so they have to search.\nSo going forward, the mechanism will be that our colleagues at the\noperators, in discussion with ATSI, will simplify and make it easier,\u201d\nhe added.<\/p>\n
He gave an example that a special folder could be created for\nroll-over packages in the future, allowing customers to find them\nimmediately.<\/p>\n
Currently, roll-over package users average around 3-5%. Product\ndevelopment is also based on the number of users.<\/p>\n
\u201cOperators also measure how much revenue is collected from this\nproduct in a month. If it is well absorbed by the public, product\ndevelopment will certainly be faster. They use analytics, the operators\ndo, they analyse it,\u201d he said.<\/p>\n
Regarding the roll-over policy, he explained that each operator has\nits own applicable terms and conditions.<\/p>\n
When asked about fears of price increases, Marwan explained that\nprice differences are considered reasonable, as roll-over packages come\nwith a guarantee that remaining quota will be carried over to the\nfollowing month.<\/p>\n
\u201cYou have to understand that your remaining quota is guaranteed for\nthe next month. There is a guarantee of capacity, a guarantee of\nservice. It\u2019s reasonable if the price might be different. But how much\nthe increase is, we don\u2019t know. That will be up to the operators. I\nmean, we cannot say it will increase, but we can say the price might be\ndifferent, and that\u2019s reasonable. Because there is a guarantee of\ncapacity, a guarantee of service, right? There is also certainty for\nusers that it can be used again the next month,\u201d Marwan explained.<\/p>\n
Previously, the Constitutional Court (MK) held a judicial review\nhearing on Thursday (18\/6\/2026) regarding the scheme of expiring\ninternet quota that cannot be accumulated. In that hearing, ATSI also\npresented the results of discussions to follow up on and address the\npanel of judges\u2019 recommendations, including formulating alternative\nformulas to answer the demands.<\/p>\n
One commitment is to provide and develop a range of internet service\npackage options to offer more flexibility to customers, including the\nuse of roll-over, non-roll-over, and other features.<\/p>\n
Another commitment is to increase transparency and ease of access to\ninformation for customers. Thirdly, ATSI together with the mobile\noperators will also strengthen the protection of customer rights.<\/p>\n
