        "content": "<p>International support for Indonesia\u2019s proposal on digital royalty\ngovernance has strengthened during the Standing Committee on Copyright\nand Related Rights (SCCR) meeting at the World Intellectual Property\nOrganization (WIPO) in Geneva, Switzerland. Some countries and\ninternational organisations have begun expressing explicit support,\nopenness, and commitment to continue substantive discussions on\nIndonesia\u2019s Elements Paper.<\/p>\n<p>Hermansyah Siregar, Director General of Intellectual Property at\nIndonesia\u2019s Ministry of Law and Human Rights, said the developments\nindicate growing global awareness of the need for transparent and\naccountable royalty governance instruments in the digital age.<\/p>\n<p>\u2018Indonesia is seeing more countries recognise that the digital\necosystem requires more transparent, interoperable, and equitable\nroyalty governance for creators. This is a positive signal that\ncreators\u2019 welfare is now a shared concern of the international\ncommunity,\u2019 said Hermansyah Siregar in Geneva, Switzerland, on Monday,\n25 May 2026.<\/p>\n<p>The Asia and Pacific Group (APG), represented by Saudi Arabia, stated\nthat Indonesia\u2019s proposal was welcomed by most group members. Support\nwas also expressed by Iran, Brazil, Sri Lanka, India, Belarus, and Saudi\nArabia in their national capacities. Brazil even described Indonesia\u2019s\nproposal as having clear cross-regional interest and voiced support\nmultiple times during the sessions.<\/p>\n<p>The Group of Latin American and Caribbean Countries (GRULAC) assessed\nthat Indonesia\u2019s proposal aligns with their plans for copyright in the\ndigital environment. International organisations such as CISAC, the\nInternational Affiliation of Writers Guilds, Abramos, the Kazakhstan\nAuthors Society, and the South Centre also highlighted cross-border\nroyalty transparency and governance as a pressing issue requiring\nimmediate attention.<\/p>\n<p>Russia appreciated Indonesia\u2019s consultative approach and encouraged\nfurther research. China supported continued discussions on digital\ncopyright, while the African Group and the African Regional Intellectual\nProperty Organization (ARIPO) urged constructive engagement from all\nmembers in the dialogue process. Germany, representing Group B, also\nexpressed strong interest in monitoring the proposal\u2019s progress at\nfuture meetings.<\/p>\n<p>According to Hermansyah, the shift in member states\u2019 responses is a\nsignificant achievement for Indonesia\u2019s international diplomacy. He\nnoted that this development shows digital royalty governance is no\nlonger seen as merely a regional issue but an urgent global\nnecessity.<\/p>\n<p>\u2018In a relatively short time, Indonesia\u2019s proposal has opened up\nbroader dialogue among member states. This is a crucial moment to build\na global copyright ecosystem more adaptable to digital technology\ndevelopments,\u2019 he said.<\/p>\n<p>SCCR Chair Peter L\u00e1body officially decided in his closing remarks\nthat discussions on Indonesia\u2019s proposal would continue at the next\nSCCR-49 meeting. The topic remains under \u2018Other Matters\u2019 pending broader\nconsensus among member states to make it a permanent agenda item.<\/p>\n<p>As a follow-up, Indonesia announced plans to host the <em>Global\nForum on Copyright Royalty Governance in the Digital Environment<\/em>\nahead of SCCR-49. The forum will involve member states, collective\nmanagement organisations, and stakeholders to deepen technical\ndiscussions on global digital royalty governance.<\/p>\n<p>The Indonesian government stressed that copyright protection and\ntransparent royalty governance are vital for sustaining the creative\nindustry.
