Urban waste management requires a strong downstream-upstream\napproach, accompanied by firm leadership from regional heads. Without\nboth elements, waste accumulation at final processing sites (TPA) cannot\nbe avoided.<\/p>\n
This was affirmed by the Interior Minister (Mendagri) Muhammad Tito\nKarnavian whilst delivering the keynote address at the National\nCoordination Meeting (Rakornas) on Waste Management 2026 at Balai\nKartini Hall in Jakarta on Wednesday, 25 February.<\/p>\n
\u201cThis sanitation workforce depends very much on the leadership of\nregional heads, their concern, their passion. Those without passion just\ndon\u2019t care,\u201d Tito said.<\/p>\n
Tito explained that an upstream-downstream approach is relatively\neffective in rural areas with strong social bonds. However, in major\ncities such as Jakarta, Surabaya and Bandung, a downstream approach is a\nmore realistic choice.<\/p>\n
In this context, the public typically only collects waste in bins or\ntemporary storage facilities. The task of regional governments (Pemda)\nis to ensure swift and consistent collection through a solid and\nwell-managed sanitation workforce.<\/p>\n
Tito then cited the success of Jakarta\u2019s sanitation workforce, which\noperates from early morning, and the experience in Palembang, which has\nmaintained city cleanliness through effective oversight.<\/p>\n
To strengthen operational control, the Interior Minister encourages\nthe use of technology such as closed circuit television (CCTV) to\nmonitor high-risk waste points, including blockages in rivers and\ndensely populated areas. With such a system, regional heads can quickly\ninstruct their teams to accelerate cleaning operations.<\/p>\n
According to Tito, without oversight and disciplined systems, a\ndownstream approach will only shift the problem to final processing\nsites and create large-scale waste accumulation.<\/p>\n
Additionally, he emphasised the importance of aligning regional\nprogrammes with national policy on waste-to-energy conversion. Regional\ngovernments are asked to focus on building collection networks and\npreparing land, whilst processing technology is aligned with central\ngovernment policy.<\/p>\n
\u201cRegional governments should focus on building networks for\ncollection, encouraging people to gather waste in bins, collect and\ntransport it to designated locations. These locations, including land\nfor incinerators and other facilities, should be prepared in cooperation\nwith regional authorities,\u201d he said.<\/p>\n
At the Rakornas, the Interior Minister stressed that urban waste\nmanagement requires system discipline, consistent oversight, and\nresponsive leadership to prevent the problem from recurring\nannually.<\/p>\n
