Integrated security system to be expanded<\/p>\n
JAKARTA (JP): City Police Chief Maj. Gen. Dibyo Widodo says
\nthe city's newly-introduced integrated security system must be
\nexpanded to include the public.<\/p>\n
The integrated security system, which involves all civilian
\nforces throughout the city, is currently being tried in the
\nSenayan area and its surroundings. The system was introduced last
\nmonth and will eventually spread out to areas around Jl. Thamrin
\nand Jl. Gatot Subroto, Dibyo said yesterday.<\/p>\n
Dibyo met with community security guards and owners of offices
\nand buildings around Senayan to discuss the system yesterday.<\/p>\n
He said the integrated system needs greater support because
\nthe city police are short of personnel. \"The large number of
\ncivilians should be used appropriately to help the officers
\nsecure the city.\"<\/p>\n
When the system is well implemented in a selected area, the
\nnumber of crimes and public disturbances in the area is expected
\nto drop gradually, he said.<\/p>\n
In order to meet the target, all security guards in the
\ncommunity and at buildings in the selected area are expected to
\nwork hand in hand to prevent crime. They are expected to provide
\nthe police with accurate information as soon as they notice
\nsomething unusual.<\/p>\n
As a result, he said, civilians need extra skills to deal with
\nany possible occurrence in their areas.<\/p>\n
Course<\/p>\n
Earlier on Thursday, a number of city police detectives took a
\none-day course to deal with various crime scenarios.<\/p>\n
\"Most of our achievements in solving cases are just based on
\nluck,\" admitted the head of the city crime investigation
\ndirectorate, Col. Nurfauzi.<\/p>\n
\"We realize that our ability and facilities are far from the
\npublic's expectations,\" Nurfauzi said, adding that academic
\nlevels needed to be raised as well.<\/p>\n
In a speech, City Police Chief Dibyo said that the shortage of
\npersonnel should be used as an excuse for police failures.<\/p>\n
\"If we only have a small hoe in our hands but we have to dig a
\nlarge hole, we don't have any choice but to just do it,\" he said.
\n\"The key is we never give up!\"<\/p>\n
The course was participated in by dozens of junior detectives
\nfrom city police headquarters. The tutors were local senior
\npolice detectives.<\/p>\n
State Minister for Administrative Reforms T.B. Silalahi also
\nurged police officers to improve their skills and attitude.<\/p>\n
\"City police patrolling the streets need to know the proper
\nway to handle traffic violators instead of just blaming them,\"
\nSilalahi said at a seminar on Human Resources Productivity here
\non Thursday.<\/p>\n
Without the right attitude, he said, people will not give
