Somebody wrote to Merdeka recently, warning others to be
\ncareful about receiving aid from the Jakarta Administration's
\nInformal Sector Coordination Board. He gave the warning out of
\nconcern for his friend who was the head of an informal sector
\ngroup of 5,000 small traders. He is now in police detention for
\nmismanaging credits from the coordination board.<\/p>\n
The man detained had dedicated most of his working life,
\nthereby neglecting his family, to helping the government foster
\nsmall traders. It all started with credit offers from a
\nsimplified and apparently hastily contrived administration
\nprocess. He channeled the funds to members for general trade.
\nWhen the credit expired after two years mismanagement became
\napparent as the loans had become bad debts. The members were
\nmostly urban dwellers.<\/p>\n
Strangely enough, during that time the Jakarta Administration
\nnever gave technical guidance on business management. Finally the
\nboard reported this important man in the informal sector to the
\npolice.<\/p>\n
He wonders if police detention was a model for solving the
\nJakarta Administration's problems with regard to small traders of
\nthe informal sector.<\/p>\n
The governor should guide his staff to foster informal sector
\ntraders in order to prevent a case like this from happening
\nagain.<\/p>\n
