        "content": "<p>The Indonesian Industrial Estates Association (HKI) has stressed that\nthe Industrial Estates Bill must harmonise 24 related regulations to\nresolve overlapping rules. \u201cWhy do investment barriers occur? There are\nat least 24 regulations related to industrial estates scattered across\nvarious ministries and agencies,\u201d said HKI Indonesia Vice Chairman Didik\nPrasetiyono in Jakarta on Monday during a Public Hearing Meeting of the\nIndustrial Estates Bill Working Committee. According to him,\nharmonisation is needed in the industrial estates law to accommodate the\ninterests of industrial estates. He noted several problems occurring\nwithin industrial estates that need to be addressed, including land and\nspatial planning, environmental matters, infrastructure and facilities,\nas well as security and other issues. Didik explained that the problems\nfaced regarding land and spatial planning are largely caused by\noverlapping regulations and land status. \u201cA factory has already been\nbuilt, but the land is classified as protected rice fields (LSD), for\nexample. This complicates spatial planning and land status arrangements\non the ground,\u201d he said. Furthermore, the Spatial Utilisation Activity\nConformity Approval (PKKPR) does not guarantee spatial utilisation or\nsubsequent licensing. Even after obtaining a PKKPR, detailed land\nmatters still need to be processed, which can take an excessively long\ntime, up to 1.5 years. \u201cInvestors cannot wait that long. Land\nadministration can take more than 1.5 years. An example is the exchange\nof village treasury land (TKD), which, if the timeline is fulfilled\nnormatively, can take more than 1.5 years. So it is very slow in the\ncontext of hampering investment,\u201d he added. Similarly, problems must be\nfaced regarding the environmental approval mechanism, as not all have\naccommodated the characteristics of industrial estates as integrated\nenvironmental management areas. In addition, for infrastructure and\nfacilities within industrial estates, the challenge lies outside the\nestate boundaries, including roads, bridges, and drainage that are\nbeyond the industry\u2019s capacity to facilitate. \u201cThe problem faced is the\nlack of a clear division of responsibility between the government and\nthe estate manager or the local government,\u201d he said. Didik added that\nsecurity standards have not been uniformly applied across all industrial\nestates, with some differing from others. Coordination between the\nestate, local government, and security forces remains a challenge.\nInvestment disruptions in several regions are quite high. Therefore, HKI\nproposes implementing an integrated industrial security system, drafting\nnationally applicable operational standards for industrial estate\nsecurity, and strengthening inter-agency coordination in protecting\nindustrial estates. \u201cSo there is a guarantee that investing in\nindustrial estates is safe, roughly speaking,\u201d he said.<\/p>",
