        "content": "<p>West Java Prosecutor\u2019s Office has formally detained two of the three\nsuspects in an alleged corruption case involving housing and transport\nallowances for the leadership and members of the Indramayu Regency\nRegional House of Representatives (DPRD) for the 2022\u20132025 budget years.\nThe case is said to have caused state losses of Rp18.7 billion.<\/p>\n<p>West Java prosecutors\u2019 legal information chief, Nur Sricahyawijaya,\nsaid the two suspects were detained after undergoing six hours of\nquestioning at the prosecutor\u2019s office in Bandung. They are the then\nIndramayu DPRD speaker, identified as S, who now serves as Indramayu\nDeputy Regent, and former acting DPRD secretary IH.<\/p>\n<p>The third suspect, Indramayu DPRD Secretary AF, was not questioned or\ndetained on the same day after his lawyer submitted a doctor\u2019s\ncertificate and requested a postponement.<\/p>\n<p>Sricahyawijaya said the detention of S and IH was authorised by\nwarrants dated 21 October 2026 and was necessary for the investigation.\nThey were placed in Bandung Class I State Detention Centre for 20 days,\nfrom 21 October to 9 November 2026.<\/p>\n<p>The West Java Prosecutor\u2019s Office investigation found that the\nalleged scheme began in September 2021, when S, then DPRD speaker,\nunilaterally initiated an increase in the housing and transport\nallowance budgets for 2022 without supporting documents and before a new\nappraisal had been carried out.<\/p>\n<p>Under the proposal, monthly housing allowances were sharply raised to\nRp30 million for the speaker, Rp28.5 million for the deputy speakers and\nRp27 million for members of the Indramayu DPRD.<\/p>\n<p>Monthly transport allowances were set at Rp25 million for the\nspeaker, Rp20 million for deputy speakers and Rp17 million for\nmembers.<\/p>\n<p>S then instructed IH, the acting DPRD secretary, to conduct a formal\nappraisal.<\/p>\n<p>During a 2023 evaluation conducted by public appraisal firm KJPP\nLatief, Hanif and Rekan, DPRD Secretary AF allegedly prepared a letter\nsigned by S that altered the draft allowance amounts, unlawfully\nincreasing them by 15 per cent above the firm\u2019s actual appraisal.<\/p>",
