JAKARTA \u2013 The Ministry of Marine Affairs and Fisheries (KKP) has\nconfirmed that Indonesian processed tuna and skipjack products will\nenjoy a zero per cent preferential tariff when entering the Japanese\nmarket from 1 August 2026. The policy is expected to strengthen national\nexport competitiveness while expanding market opportunities for\nfishermen\u2019s catches and the fish processing industry.<\/p>\n
\u201cIn less than a week, the zero per cent IJEPA preferential tariff can\nofficially be utilised by registered Indonesian fish processing units\n(UPI) and exporters,\u201d said the Acting Director-General for the\nStrengthening of Marine and Fisheries Product Competitiveness (PDSPKP),\nErwin Dwiyana, in a written statement in Jakarta on Tuesday\n(28\/7\/2026).<\/p>\n
Erwin said the zero per cent preferential tariff policy would enhance\nthe competitiveness of Indonesian fisheries products in the global\nmarket, while supporting the National Priority Work Programme for the\nRed and White Fishermen\u2019s Village (KNMP) through increased absorption of\nfishermen\u2019s catches, strengthening of the fish processing industry, and\nexpanded market access. Erwin explained that before the enforcement of\nthe Indonesia-Japan Economic Partnership Agreement (IJEPA) protocol,\nprocessed tuna and skipjack products under four harmonized system (HS)\ncodes were subject to a general MFN import duty of 9.6 per cent. The\nfour HS codes are 1604.14.010 \u2013 skipjack and bonito in airtight\npackaging, 1604.14.092 \u2013 tuna in airtight packaging, 1604.14.091 \u2013\nboiled and dried skipjack and bonito (Katsuobushi), with a raw material\nsize requirement of skipjack of 30 cm or more, and 1604.14.099 \u2013 frozen\nprecooked tuna.<\/p>\n
\u201cThis is a major opportunity because Japan is a potential market for\nprocessed tuna and skipjack products. We encourage business players to\nimmediately take advantage of this facility by registering with the\nKKP,\u201d said Erwin.<\/p>\n
Erwin said the KKP would carry out periodic inspections to ensure\ncompliance with IJEPA requirements, while preparing a second\nregistration phase so that more fish processing units (UPI) and\nexporters can enjoy the preferential tariff facility. In 2025, he\ncontinued, the value of Indonesian fisheries product exports to Japan\nreached US$613.65 million, an increase of 2.5 per cent compared with the\nprevious year.<\/p>\n
\u201cThe main exported commodities include shrimp (52.1 per cent), tuna\nand skipjack (26.2 per cent), and pearls (5.9 per cent),\u201d Erwin\nrevealed.<\/p>\n
Regarding processed tuna and skipjack exports to Japan that will\nreceive the zero per cent preferential tariff under the IJEPA scheme,\nexports in 2025 rose 21.0 per cent compared with 2024, reaching a value\nof US$76.41 million.<\/p>\n
He said this situation shows there is still room to continue\nincreasing Indonesian fisheries exports, particularly tuna and skipjack\ncommodities. Since January 2026, Erwin continued, the KKP\u2019s verification\nand inspection team has conducted administrative and technical\nassessments of 30 UPIs and exporters applying for the IJEPA\nfacility.<\/p>\n
\u201cAs a result, 11 UPIs were declared to have met the requirements and\nhave obtained IJEPA Registration Numbers, with business locations spread\nacross West Java, DKI Jakarta, Central Java, East Java, North Sulawesi,\nand North Sumatra,\u201d Erwin said.<\/p>\n
Erwin noted that the enforcement of the zero per cent preferential\ntariff is a follow-up to the ratification of the IJEPA Amendment\nProtocol through Presidential Regulation Number 32 of 2026.
