        "content": "<p>Indonesians the worst drivers in the world<\/p>\n<p>JAKARTA (JP): When it comes to traffic discipline, Indonesians<br>\nare rated among the worst in the world, a British consultant said<br>\nyesterday.<\/p>\n<p>David Stewart, a traffic management consultant, said in a<br>\nseminar in Yogyakarta that lack of discipline among Indonesian<br>\nmotorists is the chief cause of traffic congestions found in the<br>\ncountry's large cities, Antara reported.<\/p>\n<p>\"Compared to other developing countries, the number of<br>\nviolations against traffic regulations and signs in Indonesia is<br>\nthe highest,\" he was quoted by the news agency as saying. \"I<br>\nfound that almost every traffic marks and signs are violated.\"<\/p>\n<p>The Birmingham University graduate said that given the lack of<br>\ndiscipline, he was puzzled by the relatively low traffic accident<br>\nrate in Indonesia compared to that found in the West.<\/p>\n<p>Speaking at a workshop on urban traffic management training,<br>\nStewart said the low discipline among drivers make managing<br>\ntraffic in Indonesian cities difficult, and this is something<br>\nwhich no theory or regulations could solve.<\/p>\n<p>Sunyoto, a traffic management expert from Gadjah Mada<br>\nUniversity, told the workshop that traffic management is also a<br>\nmatter of culture, and any research and analysis of traffic<br>\nproblems should take this fact into account.<\/p>\n<p>In Indonesia, many rural migrants make their living from the<br>\nhighways, such as peddling goods to motorists, something which is<br>\nnot found in the West.<\/p>\n<p>He said traffic management and policies in Indonesia should be<br>\nintegrated with the overall city planning and spatial planning.<\/p>\n<p>Sunyoto agreed with Stewart's assessment of the lack of<br>\ndiscipline among motorists. \"Awareness of traffic regulations is<br>\nan absolute must and we have to instill this in our people since<br>\nchildhood,\" he said.<\/p>\n<p>Without discipline, no traffic management concept would be<br>\neffective in ensuring safety and comfort in the streets, he said.<br>\n(emb)<\/p>",
