        "content": "<p>Jakarta, VIVA \u2013 The Indonesian National Police (Polri) has emphasised\nthat every policy taken in response to the controversy over the\nrequirement to attach the previous owner\u2019s ID card for motor vehicle\n(Ranmor) tax payments must still refer to applicable regulations. This\naffirmation is important to ensure that every step has a clear legal\nbasis, providing certainty and protection for the public, as well as\npreventing potential deviations in its implementation. Thus, the\npolicies adopted not only facilitate but are also legitimate and\naccountable. In line with this principle, Polri through the Traffic\nCorps is moving quickly to respond to public complaints regarding the\ncomplexity of administrative requirements for used vehicle taxes.\nSolutive steps are being prepared to ensure that public services\ncontinue to run optimally without burdening citizens. Director of\nRegistration and Identification (Dirregident) of the Traffic Corps,\nBrigadier General Pol Wibowo, affirmed that Polri will not remain silent\nin facing issues developing in society. According to him, Polri is\ncommitted to providing real solutions so that the public can still\nfulfil their tax obligations easily. \u201cPolri understands the growing\nconcerns. We assure that we will soon formulate concrete steps so that\nservices continue to run without burdening the public,\u201d Wibowo stated.\nThis controversy arose after the requirement to attach the previous\nowner\u2019s ID was deemed burdensome, especially for those buying used\nvehicles that have changed hands several times. In practice, not all\ntransactions are equipped with complete documents from the first owner,\nmaking the requirement unrealistic in the field. As a temporary\nsolution, Polri is promoting a more flexible policy, where the public\ncan still make annual tax payments without attaching the initial owner\u2019s\nID. Taxpayers only need to bring the original STNK, the current owner\u2019s\nID, and proof of transaction such as a sales receipt, for subsequent\nownership transfer processes. If the ownership transfer process cannot\nbe done this year, Polri provides an opportunity for the public to\ncomplete the ownership transfer at the latest next year. This step is\ntaken to provide convenience for the public who have not yet carried out\nthe vehicle ownership transfer process. Meanwhile, for five-year STNK\nextensions (plate replacement), the public is still encouraged to carry\nout Motor Vehicle Ownership Transfer (BBNKB) so that ownership data\nmatches the latest identity.<\/p>",
