\u201cCan the Bill on the Protection of Domestic Workers be approved into\nlaw?\u201d House Speaker Puan Maharani asked lawmakers on Tuesday (April 21),\ndrawing unanimous approval.<\/p>\n
The bill\u2019s entire problem inventory list (DIM) had been finalized by\nthe House Legislative Body (Baleg) a day earlier.<\/p>\n
Baleg chairman Bob Hasan described the passage of the bill, after\nmore than two decades of deliberation, as the \u201cmost beautiful gift\u201d for\nKartini Day, commemorated annually on April 21.<\/p>\n
\u201cWe hope this bill reflects the spirit of Kartini\u2019s empowerment,\nserving as protection for domestic workers,\u201d he said.<\/p>\n
He outlined key provisions agreed upon by stakeholders, including the\ngovernment, civil society groups, and labor organizations.<\/p>\n
It clarifies that individuals assisting with household tasks based on\nkinship, customary, educational, or religious ties are not categorized\nas domestic workers under the law.<\/p>\n
Indirect recruitment by domestic worker placement agencies (P3RT) may\nbe conducted through offline and online mechanisms. These agencies must\nbe legal entities and obtain business licenses from the central\ngovernment in line with prevailing regulations.<\/p>\n
The bill guarantees domestic workers access to health and employment\nsocial security. It also requires prospective workers to undergo\nvocational education and training provided by the central government,\nregional administrations, or licensed placement agencies.<\/p>\n
Placement agencies are prohibited from deducting wages or imposing\nsimilar fees on workers.<\/p>\n
Supervision of placement services will be carried out by central and\nregional governments, including through community-level institutions, to\nhelp prevent violence against domestic workers.<\/p>\n
Under the law, individuals under 18 years old, as well as those who\nwere married and had worked as domestic workers prior to its enactment,\nwill be exempted, with their rights remaining recognized.<\/p>\n
The government is required to issue implementing regulations within\none year after the law comes into force.<\/p>\n
