        "content": "<p>Jakarta (ANTARA) \u2013 An Indonesian diplomat has warned of the risks of\nmixing economic, trade, political and security interests in newly formed\nbilateral cooperation practices in the Indo-Pacific region, which are\nconsidered capable of undermining commitments to rules-based\ninternational agreements. The warning was delivered by former Indonesian\nAmbassador to Japan Soemadi Brotodiningrat at the FPCI-GRIPS Joint\nSeminar in Jakarta on Friday, referring to the growing diversity of\ncooperation instruments involving countries in the Indo-Pacific region.\n\u2018With transitional bilateral practices that include commitments to\naccepted rules, as well as the mixing of economic and trade interests\nwith political and security objectives, it is important for us to\nreflect carefully on how this may affect us,\u2019 Soemadi said. He assessed\nthat such transitional bilateral practices could potentially affect the\nrelationships that have been built through various rules-based\nagreements, including the bilateral partnership between Indonesia and\nJapan. \u2018What worries me is that the implementation of rules-based\nagreements could be jeopardised by new commitments introduced through\nbilateral-type systems,\u2019 he said. He cited the concepts of Free and Open\nIndo-Pacific (FOIP) and the ASEAN Outlook on the Indo-Pacific (AOIP),\nwhich emphasise stability, openness and cooperation between countries.\nIn addition, there are various regional mechanisms centred on ASEAN,\nsuch as ASEAN Plus One, Plus Three, and Plus Five. In the context of\nbilateral relations, Soemadi said Indonesia and Japan have successfully\nmoved beyond historical conflicts and developed into a closer strategic\npartnership. \u2018We realise that good relations are not only the result of\nshared interests and values, but also mutual understanding and\nacceptance of differences,\u2019 he said. Therefore, he argued that the key\nin interstate relations, especially between Indonesia and Japan, is to\nensure that every difference does not develop into conflict. \u2018The most\nimportant thing is that both parties are willing and prepared to prevent\ndifferences from turning into conflicts and seeds of conflict,\u2019 he\nsaid.<\/p>",
