        "content": "<p>Indonesia to reject UN probe over 1999 East Timor violence<\/p>\n<p>Associated Press,<br>\nJakarta<\/p>\n<p>Indonesia said Friday it rejects U.N. plans for a commission that<br>\nwould study Jakarta's efforts to punish those responsible for<br>\nhuman rights abuses in East Timor in 1999 -- and could recommend<br>\nthat an international tribunal is needed instead.<\/p>\n<p>The United Nations has yet to formally announce the<br>\ncommission.<\/p>\n<p>But a joint statement from the governments of Indonesia and<br>\nEast Timor said \"it has been learned that the U.N. Secretary-<br>\nGeneral will announce in due course the establishment of a U.N.<br>\nCommission of Experts\".<\/p>\n<p>The body would have the power to recommend that an<br>\ninternational tribunal be formed to try Indonesian military<br>\nofficers accused in the violence. Human rights groups have said<br>\nJakarta's efforts so far to prosecute those responsible have been<br>\na sham.<\/p>\n<p>Indonesian foreign ministry spokesman Marty Natalegawa<br>\ndeclined to say whether Jakarta planned to cooperate with the<br>\ncommission. Without access to judges and court documents in<br>\nJakarta, the body would unlikely be able to produce a meaningful<br>\nreport.<\/p>\n<p>Earlier this week, East Timor and Indonesia's foreign<br>\nministers announced the formation of their own joint Commission<br>\non Truth and Friendship to investigate the 1999 violence.<\/p>\n<p>Both governments have said that body should be regarded as an<br>\n\"alternative\" to the planned U.N. Commission of Experts.<\/p>\n<p>Natalegawa said with there was no need for more than one more<br>\nmechanism to deal with the violence, and that the COE was<br>\n\"redundant\".<\/p>\n<p>\"It has long been our position to reject the COE and any<br>\nrequirements that might arise from it,\" he said. \"There is no<br>\nneed for a parallel body to the truth and friendship commission.\"<\/p>\n<p>East Timor has not backed calls by rights groups to establish<br>\nan international tribunal. It has said that maintaining good tie<br>\nwith its giant neighbor and former occupying power is more<br>\nimportant than pushing for justice.<\/p>",
