        "content": "<p>Indonesia still attractive for foreign investment<\/p>\n<p>JAKARTA (JP): Indonesia has the potential to become the most <br>\nattractive country for foreign investment, said Chairman of <br>\nHarvest International Inc. Harvey Goldstein.<\/p>\n<p>Goldstein told a two-day seminar on joint ventures, which <br>\nended yesterday, that Indonesia's single-digit inflation and 18 <br>\nmajor deregulation policy packages released since 1982 offer <br>\nadvantages to foreign investors.<\/p>\n<p>In spite of the labor riots which occurred in Medan, North <br>\nSumatra last week, Goldstein cited Indonesia's low labor wages, <br>\npolitical stability and large consumer market as factors which <br>\nmake Indonesia attractive for foreign investment.<\/p>\n<p>However, Goldstein said several shortcomings remain to hamper <br>\nforeign investment in Indonesia, such as the divestiture laws <br>\n(Pakto 1993) which require divestment to minority shareholders <br>\nwithin 20 years of initial operation, weak human resource <br>\ndevelopment and monopolistic practices by various strategic <br>\nsectors.<\/p>\n<p>He added that special treatment of elite businessmen, non-<br>\ntransparent investment regulations and land title rules are some <br>\nimpediments to foreign investment in Indonesia.<\/p>\n<p>Indonesia needs to refocus its economic and investment <br>\npolicies and allow greater domestic market access to foreign <br>\ninvestors due to increased competition from other Asian <br>\ncountries.
