        "content": "<p>Indonesia remains poor<\/p>\n<p>There is good and bad news in the latest Human Development<br>\nReport. It stated that Indonesia&apos;s human development index rose<br>\none level to 111th place out of 177 countries, but the country<br>\nremains poor despite its abundant natural resources.<\/p>\n<p>The National Development Planning Board (Bappenas) has thus<br>\nproposed the establishment of a social development fund to speed<br>\nup human development.<\/p>\n<p>We should support the idea, even though some people consider<br>\nit a government ploy to improve its image.<\/p>\n<p>Bappenas said the fund would come from profits from the<br>\nexploration of natural resources, the privatization of state<br>\nenterprises, money left over from the restructuring fund and from<br>\ntaxes paid by wealthy people and companies.<\/p>\n<p>We, however, doubt that the fund would be used properly as<br>\nIndonesia&apos;s foreign debt is so huge, with much of it evaporating<br>\ndue to rampant corruption, which no government official dares to<br>\nstop.<\/p>\n<p>Thus,  instead of focusing on collecting funds, the government<br>\nshould prioritize the eradication of corruption, collusion and<br>\nnepotism and the creation of a conducive investment climate.<\/p>\n<p>This daily suggests that the idea of collecting a social<br>\ndevelopment fund be discussed transparently to find the best<br>\nformula to improve the quality of our people.<br>\n-- Bisnis Indonesia, Jakarta<\/p>",
