Senior Advisor to the Minister of Forestry for Climate Change Haruni\nKrisnawati said the partnership applies a Results-Based Payment (RBP)\nmechanism, under which payments are made only after Indonesia achieves\nindependently verified greenhouse gas emissions reductions in the\nforestry and land-use sector.<\/p>\n
The partnership began with the signing of a Letter of Intent (LoI) in\nOslo in May 2010.<\/p>\n
\u201cThe agreement opened the opportunity for results-based contributions\nof up to US$1 billion, subject to Indonesia\u2019s verified emissions\nreductions in the forestry sector,\u201d Haruni said in a statement issued in\nJakarta.<\/p>\n
She said implementation of the LoI faced institutional challenges and\ndiffering perspectives, prompting both countries to end the agreement in\nSeptember 2021 and establish a new framework for cooperation.<\/p>\n
\u201cThe end of the LoI did not mean the relationship had ended. Instead,\nit became an opportunity to build a more equal and mature partnership,\u201d\nHaruni said during the launch of the book Earth Diplomacy: The Story\nBehind Indonesia\u2019s FOLU Net Sink 2030.<\/p>\n
Indonesia and Norway entered a new phase of cooperation by signing a\nMemorandum of Understanding (MoU) in September 2022, establishing a\npartnership based on mutual respect, mutual trust, and verified\nemissions reductions rather than development assistance.<\/p>\n
Under the new framework, Indonesia has received four rounds of\nresults-based payments totaling about US$216 million for verified\nemissions reductions in the forestry and land-use sector.<\/p>\n
The first payment of US$56 million recognized emissions reductions\nachieved during 2016\u20132017. Norway subsequently approved US$100 million\ncovering the 2017\u20132018 and 2018\u20132019 periods, followed by US$60 million\nfor reductions achieved during 2019\u20132020.<\/p>\n
The funds are managed by the Environmental Fund Management Agency\n(BPDLH) to support forest protection, ecosystem restoration, forest and\nland fire prevention, social forestry, community empowerment, and the\nwelfare of communities living around forest areas.<\/p>\n
Director of Fund Mobilization and Development at the Environmental\nFund Management Agency, Endah Tri Kurniawaty, said the agency plays a\nkey role in ensuring results-based payments are managed transparently,\naccountably, and effectively under Indonesia\u2019s FOLU Net Sink 2030\nstrategy.<\/p>\n
\u201cBPDLH will continue collaborating and strengthening synergies to\nsupport environmental commitments by carrying out its mandate to manage\nenvironmental funds,\u201d she said.<\/p>\n
FOLU Norway Contribution Phase 1 Project Director Agus Justianto said\nIndonesia\u2019s FOLU Net Sink 2030 is one of the country\u2019s most ambitious\nnational forestry strategies.<\/p>\n
The program aims to ensure the forestry and land-use sector absorbs\nmore greenhouse gas emissions than it generates by 2030 through reduced\ndeforestation, peatland and mangrove restoration, forest rehabilitation,\nsustainable forest management, biodiversity conservation, and increased\ncarbon stocks.<\/p>\n
Ministry of Forestry Secretary General Mahfudz said environmental\ndiplomacy has become an integral part of Indonesia\u2019s development\ndiplomacy.<\/p>\n
He said Indonesia\u2019s progress in reducing deforestation, improving\nforest governance, and advancing the FOLU Net Sink 2030 program has\nstrengthened international confidence in the country\u2019s commitment to\nfulfilling its obligations under the Paris Agreement.<\/p>\n
