        "content": "<p>He assured that the Ministry of Finance had prepared the budget for\nthe religious allowances, popularly known as THR, rejecting claims that\npayment completion was hindered by the state\u2019s capacity.<\/p>\n<p>\u201cThe budget is already prepared. Maybe some institutions have not\nsubmitted proposals to us, because there should be no issue if all\n(bureaucratic matters) have been addressed,\u201d he said in Jakarta on\nTuesday.<\/p>\n<p>Purbaya reiterated the point, underlining that payments would be made\nupon receipt of proposals.<\/p>\n<p>\u201cIt is not that we do not have the money.
