        "content": "<p>The Institute for Development of Economics and Finance (Indef)\nconsiders the National Selection Committee\u2019s (Panselnas) decision to\ncancel the Rp100 million penalty provision for prospective managers of\nthe \u2018Red and White\u2019 Village Cooperatives (KDMP) to be appropriate. Head\nof the Macroeconomics and Finance Centre at Indef, M. Rizal\nTaufikurrahman, stated that an approach based on incentives and\nprofessional employment contracts is far more effective.<\/p>\n<p>\u201cRegarding the cancellation of the Rp100 million penalty for managers\nwho resign, this step is more appropriate from an institutional\neconomics perspective,\u201d Rizal said in an official statement in Jakarta\non Wednesday (17\/6\/2026).<\/p>\n<p>Rizal explained that although the penalty\u2019s initial purpose was to\nensure participants\u2019 commitment after receiving state-funded training,\nthe sanction had the potential to reduce interest from competent\nexperts. He stressed that the success of the \u2018Red and White\u2019\nCooperatives depends heavily on the quality of the human resources\nmanaging them.<\/p>\n<p>\u201cAn approach based on incentives and professional employment\ncontracts is more effective than a punishment that could potentially\nreduce the interest of the best talent,\u201d he added. He urged that the\nselection process be designed professionally to retain high-capacity\nmanagement personnel.<\/p>\n<p>Previously, Panselnas, through Announcement Number 09 of 2026 signed\nby the Deputy Head of the State-Owned Enterprise Regulatory Body, Tedi\nBharata, officially revoked the Rp100 million penalty provision for\nprospective \u2018Red and White\u2019 Cooperative managers. This decision applies\nto participants in the 2026 KDMP and \u2018Red and White\u2019 Fishermen\u2019s Village\nhuman resources selection, removing point 13 in Appendix I of the\nStatement Letter which previously mandated financial consequences for\nparticipants who withdrew.<\/p>",
