        "content": "<p>Inconsistency found in Constitution<\/p>\n<p>JAKARTA: The Constitutional Commission held a meeting on<br>\nWednesday to hear the opinions of its members on the four<br>\nconstitutional amendments conducted by the People&apos;s Consultative<br>\nAssembly between 1999 and 2003.<\/p>\n<p>During the meeting presided over by commission chairman Sri<br>\nSumantri, commission member Dahlan Thaib said he found some<br>\nconflicting articles in the amended Constitution.<\/p>\n<p>Dahlan said the Constitution states the president and vice<br>\npresident are elected by the people, but the Constitution does<br>\nnot specify the same for governors and other heads of lower<br>\nregional administrations.<\/p>\n<p>Direct presidential elections were approved in the second<br>\namendment to the Constitution in 2000, but the third amendment a<br>\nyear later failed to agree on the direct election of governors,<br>\nregents and mayors only because Law No. 22\/1999 on regional<br>\nadministration had not been revised. The law stipulates that<br>\nheads of regional administrations are elected by local<br>\nlegislatures.-- JP<\/p>",
