INACA, CAAS agree to meet regularly<\/p>\n
JAKARTA (JP): The Indonesia National Air Carrier Association
\n(INACA) and the Civil Aviation Authority of Singapore (CAAS) have
\nagreed to arrange regular discussions following a meeting on air
\ntraffic control around the island republic and Batam Island.<\/p>\n
CAAS announced here yesterday that the two parties also agreed
\nat the meeting held in Singapore on Thursday that regular
\ndialogs, expected to enhance mutual understanding, will
\nfacilitate discussions on matters related to flight safety and
\nefficiency.<\/p>\n
Minister of Transportation Haryanto Dhanutirto said last month
\nthat Indonesia has taken over the air traffic control of the area
\naround Batam Island from Singapore.<\/p>\n
This step was taken after INACA complained to members of the
\nIndonesian House of Representatives that many Indonesian
\nairplanes were frequently forced to fly in circles before being
\nallowed to land at Batam's airport just because there were so
\nmany airplanes taking off from or landing at Singapore's Changi
\nairport at the same time.<\/p>\n
Batam is 20 kilometers south of Singapore.<\/p>\n
INACA also said that Singapore's flight authority had been
\noperating beyond the borders of its own airspace, causing more
\ncosts for Indonesian air carriers.<\/p>\n
Airplanes forced to circle for periods of up to 30 minutes
\nincurred extra expense for fuel.<\/p>\n
The two countries reached an agreement that Indonesia would
\ntake control of the airspace over the islands of Batam and Bintan
\nin Riau province by establishing a control facility at the
\nTanjung Pinang terminal on April 28 1994. Since then Indonesia
\nhas been controlling aircraft departures and arrivals on the two
\nislands.<\/p>\n
CAAC provides services to 70 airlines flying in the region
\nstrictly on a first-come, first-served basis, without
\ndiscrimination.<\/p>\n
At Thursday's meeting, CAAC assured INACA that aviation
\nservices are provided for all airlines landing at Changi and
\nBatam airports with safety and efficiency the criteria.<\/p>\n
For that reason, CAAC clarified, aircraft might be redirected
\ndue to bad weather or the need to ensure safe aircraft
\nseparation, which is standard for all airports.<\/p>\n
Indonesia has developed Batam as a special industrial and
\ntourist area. The island's Hang Nadim airport will be developed
\ninto an international airport both for wide-body passenger and
