Responding to the recent data breach issue that has captured public\nattention in Bandung City, the Bandung City Government (Pemkot Bandung)\nhas voiced its concerns and suggested that the potential breach may have\noccurred at the central level, as similar cases have been reported in\nseveral other cities across Indonesia.<\/p>\n
\u201cI am worried that this happened at the central level, because it has\nalso occurred in several other cities. Nevertheless, Pemkot Bandung is\nnot standing idle. We are continuously taking anticipatory steps by\nstrengthening coordination with the central government and the national\ndata centre managers to prevent the misuse of citizens\u2019 data,\u201d stated\nBandung Mayor Muhammad Farhan on Wednesday (8\/4).<\/p>\n
Furthermore, Farhan added that Pemkot Bandung is also partnering with\nlaw enforcement agencies to ensure firm action against any parties\nproven to have committed violations. Thus, anyone who leaks data can be\ndealt with immediately.<\/p>\n
\u201cIn efforts to strengthen the system at the local level, we are\napplying the principle of prudence in data management. One of them is by\nnot storing data independently. We only collect data and then hand it\nover to the national data centre,\u201d he explained.<\/p>\n
Farhan noted that, as the party responsible for collecting data,\nPemkot Bandung has a duty to ensure that the collection process is\ncarried out transparently and based on the consent of the public.<\/p>\n
Pemkot also ensures that citizens who provide data do so in a\nconscious and willing state.<\/p>\n
Previously, allegations of a population data breach circulating on\nsocial media (medsos) caused an uproar among Bandung residents. This was\ndue to thousands, and allegedly millions, of identity data being said to\nbe freely circulating. However, Pemkot Bandung immediately denied any\ninvolvement of their system.<\/p>\n
In its official statement, Pemkot Bandung through the Civil Registry\nand Population Agency (Disdukcapil) assured that the issue of the\nalleged population data breach circulating on social media did not\noriginate from the Disdukcapil Bandung City server. The issue arose\nafter a cybersecurity account on social media on 29 March 2026 posted\nclaims regarding the alleged circulation of a large amount of population\ndata.<\/p>\n
THOROUGH EXAMINATION<\/p>\n
This information then triggered various speculations in the public\nsphere. In response, Pemkot Bandung immediately conducted a thorough\nexamination of the system and database on servers within the Disdukcapil\nBandung City environment and coordinated with relevant parties,\nincluding the National Cyber and Crypto Agency (BSSN).<\/p>\n
\u201cBased on the results of technical analysis and referring to a letter\nfrom BSSN to the Bandung City Computer Security Incident Response Team\n(CSIRT) through the Bandung City Communication and Informatics Agency\n(Diskominfo), several fundamental inconsistencies were found in the data\nclaimed to be circulating,\u201d explained the Head of Diskominfo Bandung\nCity, Henryco Arie Sapiie, on Monday (6\/4).<\/p>\n
First, Henryco continued, the circulating data does not specifically\ncontain only residents of Bandung City, as it also includes addresses\nfrom Bandung Regency. This indicates that the dataset does not come from\na single population administration source belonging to Bandung City.\nSecond, the structure and naming of data elements do not match the\nstandards of the Population Administration Information System (SIAK)\nofficially used in population administration management.<\/p>\n
\u201cThird, there are differences in date writing format, where the SIAK\nsystem uses a two-digit number format for the month, whereas in the\ncirculating data, a different format is found.
