The Indonesian government is set to introduce Nutri-Level labelling on beverage products as an initial step to educate the public on healthy living by indicating sugar, salt, and fat (GGL) content through letters A to D and corresponding colours. This measure, mandated by the Health Law No. 17 of 2023 and Government Regulation No. 28 of 2024, requires approval from multiple ministries and will start voluntarily, addressing the high prevalence of non-communicable diseases, with 73% of deaths and nearly 11% of the population affected by diabetes or pre-diabetes. The policy dilemma highlights the challenge of balancing public health education with industry impacts.

The head of the National Agency of Drug and Food Control (BPOM),
Taruna Ikrar, stated that the initial phase of implementing Nutri-Level
labelling will be applied to beverage products. “In the initial phase,
we hope to start with beverage products first because they have the
highest GGL nutritional values so far. Gradually, it will cover all
products,” said Taruna Ikrar in Jakarta on Wednesday (8/4). The
Nutri-Level marking uses letters A to D, accompanied by colour
indicators showing the level of GGL content. Letter A (dark green: lower
GGL content). Letter B (light green: low GGL content). Letter C (yellow:
should be consumed wisely). Letter D (red: should be limited according
to needs or health conditions). Ikrar explained that the implementation
process for Nutri-Level still requires approval from the Ministry of
Health, Ministry of Trade, and Ministry of Law. “Once harmonised, it
will be recorded in the State Gazette (LN) and then applied immediately,
although in the initial phase it will still be voluntary because the
main target of Nutri-Level is to educate our society for a healthy
life,” he said. One important indication is that 73% of Indonesians die
from non-communicable diseases. And nearly 11% of the population suffers
from diabetes. Based on data from the Ministry of Health, around 31
million people are pre-diabetic, and some are already diabetic. It is
known that the implementation of Nutri-Level is mandated by Law No. 17
of 2023 on Health and Government Regulation No. 28 of 2024, which
requires BPOM to regulate and oversee Nutri-Level. “Two days ago, we
decided to use the alphabetical system and based on colours,” he
concluded.
",
