        "content": "<p>The Directorate General of Immigration at the Ministry of Immigration\nand Corrections (Imipas) has revealed that misuse of residence permits\nremained the dominant violation committed by foreign nationals (WNA)\nthroughout 2026. The modus operandi identified includes scamming and\nonline gambling.<\/p>\n<p>\u201cThe type of violation is still residence permit misuse, Sir. But the\nmodus operandi is now linked to AI. At present, scams, scamming and\nonline gambling still quite dominate the methods they use to carry out\nthese acts,\u201d said Director of Immigration Supervision and Enforcement,\nYuldi Yusman, during a press briefing at the Immigration Office on\nWednesday (12\/8).<\/p>\n<p>According to Yuldi, enforcement becomes more complex when criminal\nactivities are carried out by foreign nationals in Indonesia, but the\nvictims are located abroad. This situation makes the investigation\nprocess into the predicate offence more difficult.<\/p>\n<p>\u201cHowever, we face some obstacles when they commit these criminal acts\nin Indonesia, but the victims are abroad. For example, the perpetrators\nare from Vietnam or China,\u201d he said.<\/p>\n<p>\u201cThis is one of our handicaps in carrying out or escalating matters\nto pro-justitia or investigation,\u201d Yuldi continued.<\/p>\n<p>Nevertheless, Immigration can still take action against foreign\nnationals through immigration aspects, particularly regarding residence\npermit misuse.<\/p>\n<p>\u201cSo we do not conduct investigations into the scam logistics or\ninvestment scam offences, but rather into matters relating to their\nresidence permits. Because that can also be pursued through\npro-justitia,\u201d he said.<\/p>\n<p>Yuldi explained that such violations may involve two different legal\noffences, namely general criminal offences and immigration offences.<\/p>\n<p>\u201cThey do indeed commit two different criminal offences. One offence\nrelates to the Criminal Code, and the other relates to immigration,\u201d he\nsaid.<\/p>\n<p>In terms of nationality, Yuldi stated that Chinese nationals\nconstitute the largest group of foreign nationals committing residence\npermit misuse offences. They are followed by foreign nationals from\nVietnam, Nigeria, Malaysia and Afghanistan.<\/p>\n<p>\u201cChina still ranks first in committing residence permit misuse\noffences.
