        "content": "<p>The national mineral and coal mining industry is facing increasingly\ncomplex policy pressures. Amid various government regulatory\nadjustments, the Indonesian Mining Association (IMA) hopes for stability\nin financial obligations to maintain the investment climate and ensure\nthe sustainable operation of the national mining sector.<\/p>\n<p>Executive Director of the Indonesian Mining Association (IMA), Sari\nEsayanti, emphasised that the mineral and coal mining sector cannot be\nequated with the oil and gas industry (migas), particularly in the\napplication of fiscal policies and state revenue mechanisms.<\/p>\n<p>According to her, the mineral and coal mining industry has far more\ndiverse business characteristics, ranging from commodity types,\ninvestment patterns, risk levels, to operational models in the\nfield.<\/p>\n<p>\u201cThe mineral and coal mining industry has unique characteristics with\nvarying levels of complexity for each commodity. This fundamental\ndifference is why many countries apply royalty and fiscal systems that\ndiffer from the migas sector,\u201d said Sari in her statement in Jakarta on\nFriday (8\/5).<\/p>\n<p>This statement comes amid growing discussions on applying a scheme\nsimilar to the production sharing contract (PSC) in the mining sector,\nas has been implemented in the migas industry. However, IMA assesses\nthat such an approach could face significant challenges if forced into\nthe mineral and coal mining industry.<\/p>\n<p>IMA highlights the fundamental differences between the two sectors,\nfrom business cycles, cost structures, exploration risks, to permitting\nmechanisms and production operations.<\/p>\n<p>On the other hand, mining industry players are currently facing\nvarious policy adjustments deemed to add pressure to business\ncontinuity. Some of these include changes to export proceeds regulations\n(DHE), royalty adjustments, benchmark mineral prices (HPM), export\nduties, and the implementation of mandatory B50 biodiesel.<\/p>\n<p>\u201cWe hope for stability in financial obligations so that the\ninvestment climate remains maintained and mining operations can run\nsustainably,\u201d said Sari.<\/p>\n<p>IMA views regulatory certainty and consistency as crucial factors in\nmaintaining the competitiveness of Indonesia\u2019s mining industry amid\nglobal economic uncertainties. Moreover, this sector requires\nsubstantial long-term investments to support the mineral downstreaming\nprogramme and the national energy transition agenda.<\/p>\n<p>As one of Indonesia\u2019s largest mining organisations, IMA currently has\nmore than 90 members consisting of mining companies and supporting\nmining industry companies. The organisation, established in 1975, states\nthat its members contribute around 60 percent to the national coal\nmining GDP and 80 percent to the national mineral mining GDP.<\/p>",
