The Chair of the IM57+ Institute, Lakso Anindito, has highlighted the\nincreasing number of regional heads caught in sting operations (OTT) by\nthe Corruption Eradication Commission (KPK), including the recent case\ninvolving Sukoharjo Regent Etik Suryani. Lakso stated that the need for\npolitical financing and the motive for self-enrichment are among the\ndrivers of corruption.<\/p>\n
\u201cThe modus operandi used by Etik Suryani is nothing new. In the 10\nsting operations that have occurred, nearly half involved extortion of\nsubordinates,\u201d Lakso told reporters on Saturday (11\/7\/2026).<\/p>\n
Lakso explained that the collection of fees from businesspeople and\nthe extortion of subordinates are fundamentally linked to the flow of\nmoney to the regional head. In the practice of extortion, he said, the\nvictimised subordinates might, in turn, make cuts to the state budget or\ndemand fees from private parties.<\/p>\n
\u201cThis means the source could also come from fees charged to\nbusinesspeople,\u201d he said.<\/p>\n
He assessed that the prevalence of regional heads entangled in\ncorruption cases is inseparable from internal and external factors.\nInternally, one of the motives is the need for political financing.<\/p>\n
\u201cIn the internal context, there is the need to finance the political\nmachine and a personal motive for self-enrichment. Regional heads\nactually already have adequate facilities and professional budget\nsupport,\u201d he stated.<\/p>\n
\u201cHowever, the high political costs required to perpetuate power in\nthe next election cycle cause regional heads to turn their term of\noffice into a period for collecting as much money as possible, either by\nextorting subordinates who wish to be promoted or retain their\npositions,\u201d he continued.<\/p>\n
As for external factors, he assessed that regional heads are also in\na difficult position due to pressure to meet non-budgetary funding needs\nfrom various parties.<\/p>\n
\u201cOn one hand, there are requests for non-budgetary funds from various\npartner parties (in some cases, from law enforcement and auditors) as\nwell as from higher authorities (Ministers or members of the House of\nRepresentatives in some cases) in an effort to secure budget allocations\nfor their regions or other regional interests,\u201d he explained.<\/p>\n
According to him, the accumulation of these internal and external\nfactors has transformed a regional head\u2019s term of office into an arena\nfor amassing as much money as possible. He said strategic steps are\nneeded to resolve these corruption cases.<\/p>\n
\u201cThe accumulation of these internal and external factors makes the\nregional head\u2019s term of office a \u2018race\u2019 arena to collect as much money\nas possible during their tenure,\u201d he said.<\/p>\n
\u201cConsequently, various methods are employed, including bribery,\ngratification, and conflicts of interest in procurement. Therefore,\nstrategic steps must be formulated, including thoroughly exposing the\nultimate beneficiaries of regional head corruption and providing clarity\nregarding support for non-budgetary operational funds,\u201d he added.<\/p>\n
Previously, Sukoharjo Regent Etik Suryani was caught in a KPK sting\noperation. The KPK revealed that the operation was related to the\nextortion of local government officials in Sukoharjo by Etik.<\/p>\n
\u201cThis case concerns the alleged extortion of local government\nofficials in Sukoharjo Regency by the regent,\u201d said KPK Spokesperson\nBudi Prasetyo to reporters on Friday (10\/7).<\/p>\n
A total of nine people were brought to Jakarta by the KPK in\nconnection with the sting operation.
