        "content": "<p>An empty plot that has been used as an illegal rubbish dump in the\nAngke public housing complex (Rusun) in Tambora, West Jakarta, will be\ntransformed into a park.<\/p>\n<p>This step is being prepared as a long-term solution so that the area\nin the middle of the residential neighbourhood, which was once buried\nunder piles of rubbish, will no longer be used as a dumping site.<\/p>\n<p>The Head of the Environmental Unit (Kasatpel LH) for Tambora\nsub-district, Harun Agustin, said that his team had submitted a proposal\nfor the site\u2019s redevelopment to the sub-district government.<\/p>\n<p>Harun hopes that by building the park, residents will dispose of\ntheir rubbish at the official dumping site located at the front of the\ncomplex.<\/p>\n<p>The area will then be utilised as a public facility, including a\nchildren\u2019s play space.<\/p>\n<p>He explained that the proliferation of illegal dumping spots in the\narea was triggered by the separated management of the Rusunawa and\nRusunami sections.<\/p>\n<p>Rusunawa is managed by the Public Housing Management Unit (UPRS),\nwhile Rusunami is under the management of the local neighbourhood\nassociation (RW).<\/p>\n<p>\u201cThis is each one\u2019s territorial ego. For Rusunawa, it\u2019s directly\nunder UPRS; for Rusunami, it\u2019s the RW. \u2018This is my area\u2019, so they dump\nit here. In that area, there are four dumping points all the way to the\ndead end,\u201d Harun explained.<\/p>\n<p>This situation makes it difficult for officers because large rubbish\ncollection trucks cannot enter the narrow alleys inside the residential\narea.<\/p>\n<p>Harun stated that his team had previously gathered the UPRS managers\nand local RW to consolidate the dumping points at the front area\nbordering the main road for easy truck access.<\/p>\n<p>\u201cYesterday, it was said that non-residents from RW 3 also dumped\nthere because there\u2019s a small road access. The point is, no more\nterritorial egos. If it\u2019s one point at the front, our vehicles can\nmanoeuvre easily, rather than forcing them to go inside,\u201d he said.<\/p>\n<p>He added that socialisation to residents had already been conducted\nto stop dumping in that location, but it has not been effective.<\/p>\n<p>\u201cWe\u2019ve done socialisation with UPRS and RW, but in the end, it\u2019s\nstill there. They still dump there, it keeps piling up, even though it\u2019s\nactually not a rubbish site, just an empty house,\u201d he said.<\/p>\n<p>However, the realisation of the project will still require time and\nbudget, so careful planning is needed.<\/p>",
