        "content": "<p>Illegal parking practices are easily found in almost every corner of\nJakarta, from around luxury malls and office buildings to simple\nroadside eateries.<\/p>\n<p>The rampant illegal parking in the capital has led to the illegal\npractice being described as being at an emergency level.<\/p>\n<p>\u201cThe issue of illegal parking has reached an emergency stage when\nviewed from an urban planning perspective. This indicates serious\nproblems in the management of parking and transportation in Jakarta,\u201d\nstated urban planning expert from the University of Indonesia (UI), M\nAzis Muslim, when contacted by Kompas.com on Wednesday (13\/5\/2026).<\/p>\n<p>The presence of illegal parking is seen not only as causing\ncongestion at one point but also encouraging the public to continue\nrelying on private vehicles.<\/p>\n<p>\u201cIn urban planning theory, providing free or cheap parking actually\nbecomes an incentive for the public to continue using private cars,\u201d he\nadded.<\/p>\n<p>This is in stark contrast to the government\u2019s goal of reducing\ncongestion in Jakarta.<\/p>\n<p>Azis said the real impact of illegal parking is the disruption to\npublic transportation flows, such as Transjakarta, Jaklingko, and\nothers.<\/p>\n<p>Public transportation should be prioritised to ensure service\ncertainty for passengers, and this should not be hindered by the\nproliferation of illegal parking.<\/p>\n<p>The prevalence of illegal parking in Jakarta is also due to limited\nland, with many luxury malls, office buildings, and hotels lacking\nextensive parking areas, thus unable to accommodate visitors\u2019\nvehicles.<\/p>\n<p>\u201cThe government is still considered lax in supervising commercial\nbuildings. In fact, the DKI Regional Regulation (Perda) mandates the\nprovision of one car parking space for every 100 square metres of\ncommercial floor area,\u201d he explained.<\/p>\n<p>In addition to insufficient supervision of commercial areas, the\nillegal parking problem persists because an ecosystem has formed\ninvolving non-state actors and rogue officials.<\/p>\n<p>This indicates a condition of state capture, where public functions\nare co-opted for the interests of certain groups who feel they have\npower.<\/p>\n<p>As a result, the law becomes something that can be negotiated, and\nthis undermines the sovereignty of existing public spaces.<\/p>\n<p>To address this issue, Azis suggests that the government take several\nsteps, as follows:<\/p>\n<p>To eradicate illegal parking, the first step that must be taken is to\nrestore the function of sidewalks and public facilities to their\nintended purposes, with no tolerance for violations.<\/p>\n<p>Referring to Law Number 22 of 2009, it is clearly stated that\nsidewalks are the right of pedestrians.<\/p>",
