IKJ lacks education fund<\/p>\n
A four-day fine arts exhibition called \"Concern for IKJ\" has
\nbeen held to raise funds for the Jakarta Arts Institute (IKJ), a
\nhigher learning institute that faces an annual shortage of funds
\nto carry out its activities.<\/p>\n
Assistant to IKJ rector, Wagiono Sunarto, said every year IKJ
\nneeded Rp 5 billion but that it received much less than this: a
\nRp 350 million subsidy from the Jakarta city administration and
\nabout Rp 2.8 billion from old and new students.<\/p>\n
So, not all programs devised for the development of the
\nstudents can be carried out and eventually the quality of its
\ngraduates drops.<\/p>\n
If this lack of funds is allowed to continue, IKJ graduates
\ncannot be expected to perform well in the community.<\/p>\n
IKJ is not the only higher-learning institution suffering from
\na lack of funds. Many universities, state owned and private, are
\nin the same boat. In line with the government's policy to allow
\nstate universities to raise their own funds, some state
\nuniversities, for example, have established cooperation with
\nbusinesses, especially their departments related to particular
\nbusiness enterprises. This may not be a suitable path for IKJ to
\nadopt.<\/p>\n
Perhaps, IKJ can imitate the University of Indonesia (UI).
\nRecently, UI appointed five businessmen as members of its board
\nof trustees, hoping that their donations may cover the
\nuniversity's budget deficit. This board is highly prestigious as
\nit enjoys the right to elect the rector.<\/p>\n
UI can raise funds in this way because by virtue of Government
\nRegulation No. 152\/2000 it is now a state enterprise and is
\ntherefore free to plan and implement programs to improve the
\nquality of the courses offered.<\/p>\n
As IKJ is legally under the Museum and Culture Service of the
\nJakarta city administration, IKJ must lobby the Jakarta city
\nadministration to accord it the status of an independent legal
\nentity. Only then can IKJ freely raise funds and improve the
\nquality of its programs.<\/p>\n
